Book excerpt: In this volume, Charles Kindleberger makes a powerful case against the idea that any one model could be used to unlock the basic secret of economic history. It is essentially an exercise in methodology, addressed to economists and economic historians alike. He argues that too many economists discover a relationship or a uniformity in economic behaviour, develop a model, and use it to explain more than it is capable of, including, on occasion, all economic behaviour. These lectures discuss four 'laws' in economics to show how uniformities can illuminate economic history in particular aspects. They illustrate the view that the economist or economic historian seeking to test analysis against historical data should have a variety of different models, and not just one. The implication is that however scientific and technical the tools, choosing them carefully to fit particular circumstances is itself an art.

Among these myths are that free trade and population growth have historically led to periods of economic growth, and that colonial powers in the nineteenth and early twentieth centuries became rich through the exploitation of the Third World. Bairoch shows that these beliefs are based on insufficient knowledge and wrong interpretations of the history of economies of the United States, Europe, and the Third World, and he re-examines the facts to set the record straight. Bairoch argues that until the early 1960s, the history of international trade of the developed countries was almost entirely one of protectionism rather than a "Golden Era" of free trade, and he reveals that, in fact, past periods of economic growth in the Western World correlated strongly with protectionist policy. He also demonstrates that developed countries did not exploit the Third World for raw materials during the nineteenth and early twentieth centuries, as some economists and many politicians have held. Among the many other myths that Bairoch debunks are beliefs about whether colonization triggered the Industrial Revolution, the effects of the economic development of the West on the Third World, and beliefs about the 1929 crash and the Great Depression. Bairoch's lucid prose makes the book equally accessible to economists of every stripe, as well as to historians, political scientists, and other social scientists.

Whether this response was idiosyncratic or not, I do not know; I expect not. Part of this type of reaction can no doubt be explained by the fact that Coase has often been characterized as an economist who wrote only two significant or influential papers: "The Nature of the Firm" (1937) and "The Problem of Social Cost" (1960). And by typical professional standards of "significant" and "influential" (i. e. , widely read and cited), this perception embodies a great deal of truth, even subsequent to Coase's receipt of the Prize. This is not to say that there have not been other important works - "The Marginal Cost Controversy" (1946) and "The Lighthouse in Economics" (1974) come immediately to mind here - only that in a random sample of, say, one hundred economists, one would likely find few who could list a Coase bibliography beyond the two classic pieces noted above, in spite of Coase's significant publication record.
