Available in PDF, EPUB and Kindle. Book excerpt: A notable shift in geopolitics began more than 10 years ago with the collapse of the Soviet Union. From the perspective of the U.S. military, the primary thrust of this shift was to replace a unitary, implacable, and constantly threatening foe-world communism, represented by the Soviet Union, China and their allies-with more nebulous and multifarious threats. Combined with the experience of World War II, this long-enduring face-off contributed to the development of a conquest paradigm in U.S. military doctrine. Despite the experiences in Korea, Vietnam, and other places over the ensuing decades, the majority of doctrine was written to deal specifically with a major theater war (MTW) through the employment of the conquest paradigm.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1976, Clausewitz and the State presents a comprehensive analysis of one of the significant thinkers of modern Europe. Peter Paret combines social and military history and psychological interpretation with a study of Clausewitz's military theories and of his unduly neglected historical and political writing. This timely new edition includes a preface which allows Paret to recount the past thirty years of discussion on Clausewitz and respond to critics. A companion volume to Clausewitz's On War, this book is indispensable to anyone interested in Clausewitz and his theories, and their proper historical context.

Available in PDF, EPUB and Kindle. Book excerpt: The inherent difficulty in developing and executing military courses of action to achieve the desired end-state comes from the complexities of the operational environment. Each environment contains within it different initial conditions that affect the nature of military operations with relationships that are as complex as they are numerous. This means that a similar course of action executed in a similar manner in one environment may not produce similar effects in another. This occurs due to the nature of those initial conditions, and how they alter the effects produced within that operational environment. The Effects-Based Board (EBB) seeks to provide clarity to an otherwise convoluted system of relationships by supporting the Combatant Command, and their joint staff, with a board of professional military and civilian personnel whose collective knowledge can help shape course of action development. Subject matter experts and liaisons from the Department of Defense, Department of State, national intelligence agencies, intergovernmental/non-governmental organizations, and foreign nations make up the membership of the board, and through their guidance can shape the development and execution of deliberate and crisis action plans. Identifying the initial conditions, determining the effects of their linkages, and creating courses of action that target those links in order to shape them can, in due course, shape the operational environment towards the desired end-state.

Available in PDF, EPUB and Kindle. Book excerpt: The stage is set for the emergence of a "new American way of war," in which U.S. forces are able to bring military power to bear against an enemy state quickly, comprehensively, decisively, and with minimal risk of heavy casualties. But some obstacles remain. These obstacles seem more budgetary and political than technical or operational. Some key programs are being abandoned or delayed because of the press of limited resources and competing demands. In this environment, it is imperative that the Air Force articulate in clear and compelling terms the potential contributions of airpower to joint operations. This is distinct from claiming "Air Force roles and missions." The approach offered here begins with a consideration of the basic characteristics of air forces and space forces, identifies the operational capabilities of these forces, and lists the missions and operational objectives to which these forces can contribute. By insisting that these missions and objectives be defined from the perspective of joint operations, this approach to doctrine positions the Air Force favorably to advance the role of its forces in the competition for roles within missions.

Available in PDF, EPUB and Kindle. Book excerpt: “If you want peace, prepare for war.” “A buildup of offensive weapons can be purely defensive.” “The worst road may be the best route to battle.” Strategy is made of such seemingly self-contradictory propositions, Edward Luttwak shows—they exemplify the paradoxical logic that pervades the entire realm of conflict. In this widely acclaimed work, now revised and expanded, Luttwak unveils the peculiar logic of strategy level by level, from grand strategy down to combat tactics. Having participated in its planning, Luttwak examines the role of air power in the 1991 Gulf War, then detects the emergence of “post-heroic” war in Kosovo in 1999—an American war in which not a single American soldier was killed. In the tradition of Carl von Clausewitz, Strategy goes beyond paradox to expose the dynamics of reversal at work in the crucible of conflict. As victory is turned into defeat by over-extension, as war brings peace by exhaustion, ordinary linear logic is overthrown. Citing examples from ancient Rome to our own days, from Barbarossa and Pearl Harbor down to minor combat affrays, from the strategy of peace to the latest operational methods of war, this book by one of the world’s foremost authorities reveals the ultimate logic of military failure and success, of war and peace.
