The 'World Development Report 2002: Building Institutions for Markets' undertakes the complex issue of the basic institutions needed for markets to function properly. This year's 'World Development Report' goes beyond a simple examination of institutional structure and explores the functions of institutions. Recognizing that one size does not fit all, the report asks what do all institutions which support markets do? The answer is simple: Institutions channel information, define and enforce property rights, and increase or prevent competition. Understanding the functions that current institutions and their proposed replacements would provide is the first step. The report contends that once you have identified the institutional functions that are missing, you can then build effective institutions by following some basic principles: - Complement what exists already - in terms of other supporting institutions, human capacities, and technology. - Innovate to suit local norms and conditions. Open trade and information flows create demand for new institutions and improve the functioning of existing structures. - Compete among jurisdictions, firms, and individuals. Increased competition creates demand for new institutions as old ones lose their effectiveness. It also affects how people behave - improving institutional quality. These broad lessons and careful analyses, which links theory with pertinent evidence, are provided in the report. The authors' main messages are: * S & T has always been important for development, but the unprecedented pace of advancement of scientific knowledge is rapidly creating new opportunities for and threats to development. * Most developing countries are largely unprepared to deal with the changes that S & T advancement will bring. * The World Bank's numerous actions in various domains of S & T could be more effective in producing the needed capacity improvements in client countries. * The World Bank could have a greater impact if it paid increased attention to S & T in education, health, rural development, private sector development, and the environment. The strategy emphasizes four S & T policy areas: education and human resources development, the private sector, the public sector, and information communications technologies. The paper--a joint product of the Education Team, Human Development Network, and the Environmentally and Socially Sustainable Development Vice Presidency--is part of a larger effort in the Bank to engage client countries in an active science and technology dialogue while increasing awareness of the centrality of these issues to the Bank's work.

Of the world's 6 billion people, 2.8 billion live on less than $2 a day and 1.2 billion on less than $1 a day. Eight out of 100 infants do not live to see their 5th birthday. Nine of 100 boys and 14 of 100 girls who reach school age do not attend school. Poverty is also evident in poor people's lack of political power and voice and in their vulnerability to ill health, economic dislocation, personal violence and natural disasters. The scourge of HIV/AIDS, the frequency and brutality of civil conflicts, and rising disparities between rich countries and the developing world have increased the sense of deprivation and injustice for many. 'World Development Report 2000/2001: Attacking Poverty' (which follows 2 other 'World Development Reports' on poverty, in 1980 and 1990) argues that major reductions in all these dimensions of poverty are indeed possible--that the interaction of markets, state institutions, and civil societies can harness the forces of economic integration and technological change to serve the interests of poor people and increase their share of society's prosperity. Actions are needed in 3 complementary areas: promoting economic opportunities for poor people through equitable growth, better access to markets, and expanded assets; facilitating empowerment by making state institutions more responsive to poor people and removing social barriers that exclude women, ethnic and racial groups, and the socially disadvantaged; and enhancing security by preventing and managing economywide shocks and providing mechanisms to reduce the sources of vulnerability that poor people face. But actions by countries and communities will not be enough. Global actions need to complement national and local initiatives to achieve maximum benefit for poor people throughout the world.
