By exploring the complexities of neoliberalism as an economic and ideological doctrine, a mode of governance, and as a policy package, it considers the ‘post’ attached to and hyphenated with ‘colonialism’ as more aspirational than achieved. Based on an interdisciplinary study involving contemporary theories from political and social sciences, economics, and the socio-economics of education, the book explores the unique ways in which Bangladeshi higher education has evolved over the past four decades, and the complex politics behind its privatisation. Through an empirically based account of how neoliberalism has worked its way through the higher education sector in the fastest growing economy in the South Asian context, it discusses how changes have been characterised by policy reforms, massification, and a sustained friction between control and autonomy in the university sector. The authors take a nuanced approach to their geo-political and onto-epistemological positionalities as diasporic and hybridised scholars by rejecting epistemological exclusion inherent in the colonial present and research conducted in such contexts. This position allows the reinforcement of a colonial present, theorising from within Global South decolonial and postcolonial research literature. This book contributes to discourses of ‘globalisation from above’ and ‘globalisation from below’ and sheds light on the often-idiosyncratic ways in which higher education reform has unfolded in South Asia. It will be of interest to comparative educators and those researching higher education policy and education developments in Global South nations.

The performance of Singaporean students on international education benchmarking tests has been widely recognised. Relatively less known is how socio-economically disadvantaged families negotiate Singapore’s highly competitive, stratifying and meritocratic system. Yet, families’ perspectives can provide crucial insight in understanding how policy is ‘lived’ and experienced, and its effects on people’s lives. Drawing on 72 interviews with 12 families, this book traces the development of surprisingly close, collaborative relations between the state, schools and families on Singapore’s socio-economic margins. It demonstrates that in the 'strong' state of Singapore, families’ dependency on schools and the state facilitates the internalisation of individual and familial responsibility for future success. However, these very processes can injure, and perpetuate inequality. The analysis presented in this book has relevance in other contexts, in times where advanced capitalist states face growing inequalities and challenging relationships between institutional authority and the wider populace. As socio-economic and educational inequalities widen, this book asks timely questions and provides recommendations on what a more equitable state-citizen compact might look like. Book excerpt: In response to the explosion of the Fukushima Daiichi power plant in March 2011, this book examines how the concept of a risk society was handled in the various education programs implemented in post-disaster Fukushima. The explosion and subsequent radiation contamination that affected the biosphere of the Fukushima region and beyond, revealed that we live in a risk society. Despite this revelation, official discourses in Fukushima have been geared strictly toward the future, with the aim of restoring communities and resuming development projects. Based on the ethnographic data the author collected in Fukushima between 2013 and 2016, various contested emotions emerged in those education spaces as students and teachers remembered their romanticized and difficult past and dealt with the challenges presented by the risk society in their present lives. The emotionally-charged interactions between past and present also shaped their vision of their future community and of the actions they might take. The dialogues and actions that took places in these education spaces encourage readers to examine the meaning of development and question the basic assumptions and methods of education as society shifts to a risk society.
