ACCES was initially developed by Defense Systems, Inc. (DSI) in the period October 1986 to January 1990 under the direction of the Fort Leavenworth, KS, Research Unit of the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI). In the spring of 1990, ARI awarded two follow-up contracts: one to Quantum Research International (QRI) for support in conducting ACCES applications and the second to Evidence Based Research, Inc. (EBR) for specific required enhancements to the ACCES system. Both contracts expired near the end of 1993. This report provides a description of ACCES Version 93 and is current as of the end of December 1993. No further modification of ACCES methodology is planned at this time."--DTIC.

Book excerpt: This document is intended to be the basic resource for anyone attempting to use the Army Command and Control Evaluation System (ACCES) to measure command and control performance during a freeplay command post exercise at the division level. The ACCES system is appropriate for use at the brigade and corps levels also, but has rarely been used for other than division level exercises. A comprehensive description of ACCES, its development, and its promise is available in Halpin (1995). This report provides a description of ACCES Version 93 and is current as of the end of December 1993. No further modification of the ACCES methodology is planned at this time. Included as appendixes to this document are the materials necessary for learning how to conduct an ACCES application. They are the result of 3-year contracts with Evidence Based Research, Inc., for specific enhancements to the ACCES system and with Quantum Research International for support in data collection and analysis. Appendix A comprises the nine lessons of the data collectors' program of instruction (DC-POI). Appendix B is the Analyst's POI. Appendix C is the Analyst's Guide. Appendix D gives specific definitions of the ACCES measures. Appendix E contains the Data Collection and Reduction Forms.

What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.

Book excerpt: The end of the 20th century presented the United States Army with a new technological and geopolitical environment. The Army has recognized this change and is adapting to operate in this new environment. It has developed a number of automated tools to assist leaders in the command and control of their organizations. One tool currently being developed, tested, and integrated into the Army is the Combined Arms Planning and Execution Monitoring System (CAPES). CAPES is designed to help decision makers develop, coordinate, and produce operational plans. This monograph focuses on the evaluation of the CAPES system. To determine whether CAPES was useful, the author compared two planning efforts that were based on a similar problem. One planning staff used traditional planning tools and the other planning staff had access to CAPES. Early collection and analysis of observations from the two planning groups indicated that the design of the experiment was inadequate to show either the advantages or disadvantages of CAPES. Specific design problems included faults in the scenario selected, organization of the planning staff, and the exercise architecture. Analysis of these problems indicated that greater attention must be placed on selecting scenarios that replicate command and control conditions intended for CAPES. The staff used in the CAPES experiment needed more training with the planning tools and more practice working together. Command and control systems must interconnect and communicate across all Battlefield Automation Systems (BAS) and staffs must use all of the subsystems simultaneously. The problems identified during this study constitute a set of preventable deficiencies that system designers and evaluators can avoid when conducting software assessments. Incorporating the overlooked design parameters with those of the planned test will lead to a better assessment of automation planning tools in the future. (57 refs.).
