Book excerpt: Television is often cited as a cause of violent crime or behaviour. Usually, this connection is made in the context of the behaviour of young people - as another way of blaming them for the broader ills of society. It is rare, however, for even a single reference to television to be included in the index of reports on juvenile crime. Television, it seems, is presented as an increasingly influential force in society, even though there has been scant discussion on how it really influences the behaviour of young people. Brian Simpson seeks to redress the balance and investigates why television has become a welcome scape-goat.

Available in PDF, EPUB and Kindle. Book excerpt: The broadcasting industry’s trade association, the National Association of Broadcasters (NAB), sought to sanitize television content via its self-regulatory document, the Television Code. The Code covered everything from the stories, images, and sounds of TV programs (no profanity, illicit sex and drinking, negative portrayals of family life and law enforcement officials, or irreverence for God and religion) to the allowable number of commercial minutes per hour of programming. It mandated that broadcasters make time for religious programming and discouraged them from charging for it. And it called for tasteful and accurate coverage of news, public events, and controversial issues. Using archival documents from the Federal Communications Commission, NBC, the NAB, and a television reformer, Senator William Benton, this book explores the run-up to the adoption of the 1952 Television Code from the perspectives of the government, TV viewers, local broadcasters, national networks, and the industry’s trade association. Deborah L. Jaramillo analyzes the competing motives and agendas of each of these groups as she builds a convincing case that the NAB actually developed the Television Code to protect commercial television from reformers who wanted more educational programming, as well as from advocates of subscription television, an alternative distribution model to the commercial system. By agreeing to self-censor content that viewers, local stations, and politicians found objectionable, Jaramillo concludes, the NAB helped to ensure that commercial broadcast television would remain the dominant model for decades to come.

Available in PDF, EPUB and Kindle. Book excerpt: Derived from the renowned multi-volume International Encyclopaedia of Laws, this analysis of media law in Australia surveys the massively altered and enlarged legal landscape traditionally encompassed in laws pertaining to freedom of expression and regulation of communications. Everywhere, a shift from mass media to mass self-communication has put enormous pressure on traditional law models. An introduction describing the main actors and salient aspects of media markets is followed by in-depth analyses of print media, radio and television broadcasting, the Internet, commercial communications, political advertising, concentration in media markets, and media regulation. Among the topics that arise for discussion are privacy, cultural policy, protection of minors, competition policy, access to digital gateways, protection of journalists’ sources, standardization and interoperability, and liability of intermediaries. Relevant case law is considered throughout, as are various ethical codes. A clear, comprehensive overview of media legislation, case law, and doctrine, presented from the practitioner’s point of view, this book is a valuable time-saving resource for all concerned with media and communication freedom. Lawyers representing parties with interests in Australia will welcome this very useful guide, and academics and researchers will appreciate its value in the study of comparative media law.

Available in PDF, EPUB and Kindle. Book excerpt: This highly topical book exposes the tensions between state policies of broadcasting regulation and practices of civil society in the Asian region which is struggling with its incorporation into a new globalised, electronic information and entertainment world. Kitley critically compares Western principles of broadcasting, civil society and cultural regulation with alternative 'Asian' practices of regulation and organisation. Over the past forty years Asian states have used television as a normative cultural force in nation building, but more recently many states have deregulated their television sectors and introduced national commercial and international satellite services. As Asian states wrestle with a perceived loss of cultural control and identity through deregulation, this book considers their viewpoints and the question of whether the television public sphere offers space for the representation of popular sovereignty, and transversal concerns about human rights, press freedom, gender, environmental and world trade issues.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers an introduction to the key legal and ethical topics confronting Australian journalists and strategic communicators both at home and internationally and offers a suite of reflective techniques for navigating them. It starts by positioning morals, ethics, and the law in their historical and philosophical frameworks by tracing the evolution of free expression and professional media ethics. Media law and ethics are then contextualized in their modern international human rights framework. Readers are equipped with a skill set for reflecting on the law and ethics of professional media dilemmas – including mindful reflection, the Potter Box, journaling, concept mapping, and discussion. Such approaches are then applied to key topic areas, including free expression; reputation; confidentiality; privacy; justice; intellectual property; national security; discrimination and harassment; and conflicted interests. Each is examined in terms of its philosophical underpinnings, relationship to human rights, professional ethical context, international examples, legal principles, key Australian laws, legal cases, and strategies for applying reflective practice techniques. It concludes on a confident note – imploring communicators to engage in constructive and mindful strategic communication with the authority and confidence that results from a working knowledge of media law and ethics. This handbook is for professional communicators and students in all fields, but particularly in journalism, public relations, corporate communication, media relations, and marketing.
