Book excerpt: The 1994 National Space Transportation Policy designates the roles of the DoD, NASA and the Departments of Transportation and Commerce to identify and promote innovative types of arrangements between the U.S. government and the private sector in order to reduce the cost to access space. DoD, civil and commercial industry leaders agree that the price to access space is currently exorbitantly expensive. The solution to this expense, which the United States Government is relying upon, is the commercialization of space transportation technology. This research focuses on investigating the industry and policy commercialization trends which led to the 1994 NSTP, and reports on compliance with the policy. Through policy literature review, case study analysis and interviews, the impact of the National Space Transportation Policy on commercializing space transportation is determined. Research focuses on space transportation participants who have done the most to shape the commercialization policy over the past decade. Results indicate that the 1988- 1994 period, leading to the 1994 NSTP, was shaped by the NASA and DoD stakeholders' assertions for expanded bureaucratic control of the nation's space transportation resources. After the 1994 NSTP, in the period of 1995-1998, the commercialization of space technology has been increasing slowly, with innovative arrangements evolving each year.

Book excerpt: The commercialization of space offers the potential of important economic, technological and social advances. It is contingent upon development of economical, reliable transportation. Government promotes transportation development because of its value to society and the magnitude of investments required. It also regulates transportation as society becomes dependent on new modes. Thus public policy can be a key determinant of the rate and success of development. This research examines the content of public policy and management of the policy process regarding space transportation, as it serves the larger objective of commercialization of space. It identifies valid but sometimes conflicting national goals for space programs and political forces aligned with the contending views. It does so in light of huge capital needs and an imposing array of technological, financial and political obstacles and market risks. The first research task was to organize a large but disorderly body of information, focusing on four main elements : transportation demand, supply, relevant policy issues, and the current state of public policy content and process. The second task was to ascertain the views of public and private officials, executives and policy analysts regarding market expectations and appropriate Federal policies and processes, through personal interviews. Examination of this information suggested a set of conclusions regarding market potential as well as policy content and process. A general strategic management model, involving reconciliation of external opportunities and threats with organizational strengths and weaknesses, provided a framework for development of recommendations. Major findings include: (a) the basic goal of Federal policy should be reduction of launch costs ; (b) primary strategies should be (1) development of more economical vehicles and (2) promotion of competition ; (c) the national interest is best served by a robust, diversified fleet of vehicles, each used in way which exploits its relative advantages ; (d) the high-risk, high-cost nature of the industry requires creative incentives for capital formation ; and (e) the policy process is in disarray and requires string Presidential leadership to restore direction and unity.
