Available in PDF, EPUB and Kindle. Book excerpt: Over the past few years, the Pentagon's role as a direct provider of foreign assistance has surged. The Department of Defense (DOD) has assumed an expanding role in counterterrorism, capacity building, post-conflict operations, and humanitarian assistance--beyond implementing traditional military-to-military programs supported by State Department funds. The CSIS Task Force on Nontraditional Security Assistance was constituted to identify the main drivers behind these trends; to assess Pentagon performance in several nontraditional areas; to examine what is happening in the diplomatic and development spheres; to evaluate the implications of DOD's enlarged role for U.S. national security, foreign policy, and development objectives; and to offer concrete recommendations to foster a balanced and sustainable division of responsibilities between the Pentagon and U.S. civilian agencies. The task force also examined the newly launched U.S. Africa Command (AFRICOM) as a case study for the coordination of military activities with those of the diplomatic and development communities.

Book excerpt: While national security activities, which range from planning for an influenza pandemic to Iraq reconstruction, require collaboration among multiple agencies, the mechanisms used for such activities may not provide the means for interagency collaboration needed to meet modern national security challenges. This report addresses actions needed to enhance interagency collaboration for national security activities: (1) the development and implementation of overarching, integrated strategies; (2) the creation of collaborative organizations; (3) the development of a well-trained workforce; and (4) the sharing and integration of national security information across agencies. Book excerpt: Terrorism: Commentary on Security Documents is a series that provides primary source documents and expert commentary on the worldwide counter-terrorism effort. Among the documents collected are transcripts of Congressional testimony, reports by such federal government bodies as the Congressional Research Service (CRS) and the Government Accountability Office (GAO), and case law covering issues related to terrorism. Most volumes carry a single theme, and inside each volume the documents appear within topic-based categories. The series also includes a subject index and other indices that guide the user through this complex area of the law. Volume 124, U.S. Approaches to Global Security Challenges, analyzes U.S. strategy toward security threats across the globe and identifies the beginnings of a shift away from a reliance on military power to the application of various types of civilian power which utilize a multinational approach. The documents introduced by Douglas Lovelace include U.S. perspectives on the international security situation generally as well as reports on more specific topics, such as the security situation in Afghanistan, terrorism in East Africa, the evolving role of NATO, and cooperation between the U.S. and other governments (such as the EU and China) in the fight against terrorism.

Since FY 2003, the U.S. has provided over $950 million to support counter-narcotics efforts in transit zone countries, which historically lacked the capacity to interdict drugs. This report examines: (1) how the U.S. has assisted transit zone countries in disrupting drug trafficking; and (2) what factors have impeded these efforts. Includes recommendations. Available in PDF, EPUB and Kindle. Book excerpt: Mission Creep: The Militarization of US Foreign Policy? examines the question of whether the US Department of Defense (DOD) has assumed too large a role in influencing and implementing US foreign policy. After the Cold War, and accelerating after September 11, the United States has drawn upon the enormous resources of DOD in adjusting to the new global environment and challenges arising from terrorism, Islamic radicalism, insurgencies, ethnic conflicts, and failed states. Contributors investigate and provide different perspectives on the extent to which military leaders and DOD have increased their influence and involvement in areas such as foreign aid, development, diplomacy, policy debates, and covert operations. These developments are set in historical and institutional context, as contributors explore the various causes for this institutional imbalance. The book concludes that there has been a militarization of US foreign policy while it explores the institutional and political causes and their implications. “Militarization” as it is used in this book does not mean that generals directly challenge civilian control over policy; rather it entails a subtle phenomenon wherein the military increasingly becomes the primary actor and face of US policy abroad. Mission Creep’s assessment and policy recommendations about how to rebalance the role of civilian agencies in foreign policy decision making and implementation will interest scholars and students of US foreign policy, defense policy, and security studies, as well as policy practitioners interested in the limits and extents of militarization.
