Book excerpt: Leadership under pressure: the personal account of the commander of the Royal Naval Task Group deployed to Libya in 2011. In April 2011, the newly created Royal Navy Response Force Task Group deployed to the Mediterranean to provide a range of military options in response to the Arab Spring. For the next six months the group planned and prepared for a range of potential operations including noncombatant evacuations from Libya, Yemen and Syria, maritime interdiction operations off the Libyan coast, and amphibious landings. On 3 June the group began launching attack helicopter strikes into Libya and in the nights that followed planned 47 and executed 22 strikes destroying a range of targets including: 54 vehicles, 2 rigid hull boats, 2 BM 21 rocket launchers, 4 main battle tanks, 1 zsu antiaircraft vehicle and 3 command and control nodes. The operation saw the first operational use of Apaches from the sea and the first embarkation of US Army combat search and rescue teams and Blackhawk helicopters in an RN warship. This is a personal account by the Group’s Commander, which brings to life the challenges of command – including authorizing strikes and mitigating risk to UK aircrew – in a complex and challenging environment. It reveals how closely the RN Group worked with its French counterpart, the support provided by the United States, together with the complexity of working alongside NATO and of simultaneously dealing with a range of UK authorities. This is a story of leadership under pressure and the remarkable professionalism of all involved and the bravery of Army aircrew. It was modern defense and joinery at its best – British Army and USAF helicopters operating from RN ships, supported by Fleet Air Arm aircraft and fixed wing jets as part of a largely air campaign.

Book excerpt: The United States must operate successfully in space to help assure its security and economic well being. The Department of the Navy is a major user of space capabilities, although those capabilities are now primarily provided by DOD, the Air Force, and NOAA. Following a DOD assessment of national space security management in 2001, the Navy commissioned a Panel to Review Space to assess Navy space policy and strategy. As an extension of that review, the NRC was requested by the Navy to examine its needs in space for providing future operational and technical capabilities. This report presents a discussion of the strategic framework of future space needs, the roles and responsibilities for meeting those needs, an assessment of Navy support to space mission areas, and a proposed vision for fulfilling Naval forces space needs.

Book excerpt: FORCEnet is currently defined as the operational construct and architectural framework for naval warfare in the information age that integrates warriors, sensors, networks, command and control, platforms, and weapons into a networked, distributed, combat force that is scalable across all levels of conflict from seabed to space and sea to land. Although this definition views FORCEnet as the operational construct and the architectural framework for the entire transformed Navy, some have viewed FORCEnet merely as an information network and the associated FORCEnet architecture merely as an information systems architecture. FORCEnet Implementation Strategy provides advice regarding both the adequacy of this definition and the actions required to implement FORCEnet.

Available in PDF, EPUB and Kindle. Book excerpt: As the array of expertise required to be a successful leader in the U.S. Navy has become more complex, Navy leaders have become increasingly concerned that senior officers need additional kinds of expertise, beyond those traditionally developed in naval officers, to be successful in commanding, leading, and managing the Navy enterprise. This study explores whether there is a gap in officer development that manifests itself in the flag officer ranks. Through surveys and interviews, and working with the Navy's Office of the Executive Learning Officer (ELO), the authors examined the kinds of expertise required for successful performance in Navy flag billets. They then created a model to determine the kinds of experience that the pool of Rear Admiral officers must have to fill these requirements, and compared it to actual experience possessed by several years of Rear Admiral selectees. The authors did not find major gaps between the kinds of experience required for flag billets and those possessed by candidate officers, but they did identify several combinations of expertise that the Navy should work to develop in officers to better meet current requirements. Hanser et al. also examined the Navy's structure, force development, doctrine, and technology acquisitions to identify the types of expertise likely to become more important for Navy leadership in the future. The authors conclude with a variety of recommendations on how the Navy might better prepare officers for senior leadership roles.

Book excerpt: AMPHIBIOUS WARFARE LETTER OF PROMULGATION This curriculum guide builds upon the work of many contributors. Intellectual rigor and academic standards demand that the full scope of amphibious warfare be encompassed rather than the tracing of Marine Corps History emphasizing the landings of the Great Pacific War which had forged our modern Corps. The present course structure and content reflect the determination that (1) the history of amphibious warfare remains a valid intellectual endeavor; (2) its scope greatly exceeds the study of the U.S. Marine Corps; and (3) a historical survey of amphibious warfare is best approached from a “Maneuver Warfare” perspective, exploring the various levels of war and their impact on each battle. The levels of war would include the political, strategic, operational, and tactical/technical. This construct of classes will also prepare students to become critical thinkers of warfare, and thus better prepare them for future commissioned service to the Marine Corps. Instructors are cautioned to observe that this manual contains lesson guides, not lesson plans. Instructors must devote time for serious background reading in recommended literature, course texts, and contemplation of a conceptual approach that will capture the imagination of their students. Another important objective of this course must be to stimulate original thought and persistent interest on the part of the student. PROFESSIONAL CORE COMPETENCY OBJECTIVES The primary objectives of this course are to provide prospective merchant marine officers a basic understanding of their role in our national security and to familiarize them with the basic principles and procedures for operating amerchant ship as a naval or military auxiliary in a wartime convoy or independent sailing situation.
