Book excerpt: In the West, innovations in new public management (NPM) have been regarded as part of the neoliberal project, whilst in China, these reforms have emerged from a very different economic and social landscape. Despite these differences however, similar measures to those introduced in the West have been adopted by the Chinese state, which has largely abandoned the planned economy and adopted market mechanisms in the pursuit of improved economic efficiency and growth. Evaluating the results of these reforms in both China and the West between 1978 and 2011, this book shows that despite substantial improvements in economic efficiency in both cases under consideration, there have been considerable negative impacts on the distribution of wealth, access to public services, levels of poverty, public health, and the incidence of crime. Further, this book explores the different results of NPM in China and the West and the conclusions Paolo Urio draws have timely significance, as he suggests that China has been able to change its policies more rapidly and thus more effectively respond to the challenges posed by the current economic crisis. Drawing on both Western and Chinese sources, this innovative book compares the consequences of their public management reforms, taking into account the impact on both the economy and society. Available in PDF, EPUB and Kindle. Book excerpt: Why and how has China succeeded as a developmental state despite a seemingly rents-ridden bureaucracy? Following conventional wisdom, "Weberian" bureaucracies are an institutional precondition for development, especially in interventionist states like China. However, my research finds that China's fast-growing economy has not been governed by a purely salaried civil service. Instead, Chinese bureaucracies still remain partially prebendal; at every level of government, each office systematically appropriates authority to generate income for itself. My study unravels the paradox of "developmentalism without Weberianness" by illuminating China's unique path of bureaucratic adaptation in the reform era -- labeled as bureau-contracting -- where contracting takes place within the state bureaucracy. In a bureau-contracting structure, the state at each level contracts the tasks of governance to its own bureaucracies, assigning them revenue-making privileges and property rights over income earned in exchange for services rendered. Contrasting previous emphases on the prevalence of illicit corruption in China, my study shows how and why bureaucracies in this context are actually authorized by the state to profit from public office. Specifically, I identify two factors that constrain arbitrary and excessively predatory behavior among Chinese bureaucracies: first, mechanisms of rents management, and second, the mediation of narrow departmental interests by local developmental incentives. In short, I argue that it is the combination of an incentive-compatible fiscal design and increasingly sophisticated instruments of oversight that have sustained an otherwise unorthodox structure of governance in China. In a phrase, bureau-contracting presents a high-powered but opportunistic alternative to the Weberian ideal-type. The Chinese experience suggests that "market-compatible" bureaucratic institutions need not necessarily conform to -- and may even diverge significantly -- from standard Western models, at least at early stages of development. My research draws on interviews with 165 cadres across different regions and governmental sectors, as well as statistical analysis of previously unavailable budget data.

Rather, the Chinese state led and carefully “planned” ownership transformation with timetables and measurable privatization quotas, not for the purpose of extracting the state from the economy, but in order to strengthen the rule of the Party. While it is widely believed that authoritarian regimes are better suited than democracies to carry out economic reform, this book provides a more nuanced understanding of reform in China, demonstrating that the Chinese state’s capacity to impose unpopular reform is contingent on its control over local state agents and its adaptability to societal demands. Building on rich fieldwork data gathered in three Chinese cities (Shenyang, Shanghai, and Xiamen), this book offers the first comparative study of China’s privatization processes at the local level. Instead of focusing solely on political elites, Jin Zeng adopts a multi-level interaction approach to examine how the complex interplay of the central leadership, grassroots officials, and state-owned enterprise managers and workers shaped the contour of privatization in China.The book advances three central arguments. First, local economic structure and cadre evaluation system mediated local officials’ incentives to initiate privatization. Second, local officials relied on mobilization campaigns and various appeasement measures to implement privatization. Finally, the dynamics of privatization were fundamentally driven by the central government’s reactions to social opposition and by the subsequent responses of local officials to the changed political-regulatory environment.
