This book recounts how the dynamics of conquest met deep reservoirs of rebellion as Los Angeles became the City of Inmates, the nation's carceral core. It is a story that is far from over.

Book excerpt: Every year between 1998 to 2020 except one, Louisiana had the highest per capita rate of incarceration in the nation and thus the world. This is the first detailed account of Louisiana's unprecedented turn to mass incarceration from 1970 to 2020. Through extensive research, Lydia Pelot-Hobbs illuminates how policy makers enlarged Louisiana's carceral infrastructures with new prisons and jail expansions alongside the bulking up of police and prosecutorial power. At the same time, these infrastructures were the products of multiscalar crises: the swings of global oil capitalism, liberal federal court and policy interventions, the rise of neoliberal governance and law-and-order austerity, and racist and patriarchal moral panics surrounding "crime." However, these crises have also created fertile space for anticarceral social movements. From incarcerated people filing conditions of confinement lawsuits and Angola activists challenging life without parole to grassroots organizers struggling to shrink the New Orleans jail following Hurricane Katrina and LGBTQ youth of color organizing against police sexual violence, grassroots movements stretch us toward new geographies of freedom in the lineage of abolition democracy. Book excerpt: Both in the popular imagination and in academic discourse, North and South are presented as fundamentally divergent penal systems in the aftermath of the Civil War, a difference mapped onto larger perceived cultural disparities between the two regions. The South’s post Civil War embrace of chain gangs and convict leasing occupies such a prominent position in the nation’s imagination that it has come to represent one of the region’s hallmark differences from the North. The regions are different, the argument goes, because they punish differently. Capital and Convict challenges this assumption by offering a comparative study of Illinois’s and South Carolina’s formal state penal systems in the fifty years after the Civil War. Henry Kamerling argues that although punishment was racially inflected both during Reconstruction and after, shared, nonracial factors defined both states' penal systems throughout this period. The similarities in the lived experiences of inmates in both states suggest that the popular focus on the racial characteristics of southern punishment has shielded us from an examination of important underlying factors that prove just as central—if not more so—in shaping the realities of crime and punishment throughout the United States.

Karina Biondi's rich ethnography of the PCC is uniquely informed by her insider-outsider status. Prior to his acquittal, Biondi's husband was incarcerated in a PCC-dominated prison for several years. During the period of Biondi's intense and intimate visits with her husband and her extensive fieldwork in prisons and on the streets of Sao Paulo, the PCC effectively controlled more than 90 percent of Sao Paulo's 147 prison facilities.
