Book excerpt: This book compares the trajectories and effects of local public sector reform in Europe and fills a research gap that has existed so far in comparative public administration and local government studies. Based on the results of COST research entitled, ‘Local Public Sector Reforms: an International Comparison’, this volume takes a European-scale approach, examining local government in 28 countries. Local government has been the most seriously affected by the continuously expanding global financial crisis and austerity policies in some countries, and is experiencing a period of increased reform activity as a result. This book considers both those local governments which have adopted or moved away from New Public Management (NPM) modernization to ‘something different’ (what some commentators have labelled ‘post-NPM’), as well as those which have implemented ‘other-than-NPM measures’, such as territorial reforms and democratic innovations.

The reform trajectories of ten countries are compared, and key differences of approach discussed. Unlike some previous works, this volume affords balanced coverage to the 'New Public Management' (NPM) and the 'non-NPM' or 'reluctant NPM' countries, since it covers Australia, Canada, Finland, France, Germany, the Netherlands, New Zealand, Sweden, the UK and the USA. Unusually, it also includes a preliminary analysis of attempts to improve management within the European Commission.

Book excerpt: This book is based on a unique data set and assesses in comparative terms the public management reforms in the five Nordic countries: Denmark, Finland, Iceland, Norway, and Sweden. Based on the assessments of administrative executives, the book compares the Nordic countries with the Anglo-Saxon, the Germanic, the Napoleonic and the East European group of countries. The book addresses the following questions: What reform trends are relevant in the public administrations of the Nordic countries? What institutional features characterize the state authorities in these countries? What characterizes the role identity, self-understanding, dominant values, and motivation of administrative executive in the Nordic countries? What characterizes reform processes, trends and content, what is the relevance of different types of management instruments, and what are their perceived effects and the perceived performance of the public administration? The book also examines how the different Nordic countries dealt with the financial crisis of 2008, and how the differences and similarities in their approaches can be explained.

Available in PDF, EPUB and Kindle. Book excerpt: The effectiveness and efficiency of a country's public sector is vital to the success of development activities, including those the World Bank supports. Sound financial management, an efficient civil service and administrative policy, efficient and fair collection of taxes, and transparent operations that are relatively free of corruption all contribute to good delivery of public services. The Bank has devoted an increasing share of its lending and advisory support to the reform of central governments, so it is important to understand what is working, what needs improvement, and what is missing. IEG has examined lending and other kinds of Bank support in 1999-2006 for public sector reform in four areas: public financial management, administrative and civil service, revenue administration, and anticorruption and transparency. Although a majority of countries that borrowed to support public sector reform experienced improved performance in some dimensions, there were shortcomings in important areas and in overall coordination. - The frequency of improvement was higher among IBRD borrowers than among IDA borrowers. - Performance usually improved for public financial management, tax administration, and transparency, but did not usually with respect to civil service. - Direct measures to reduce corruption-- such as anticorruption laws and commissions-- rarely succeeded.
