And no w, for half a century since his death, other men have continuously entered into his labours, have taken up his ideas and principles, are carrying on the work he began, and still find those principles to be sound, those ideas to be true. In June following the Board was organized, and its Secretary Chosen. The duties of the Secretary, as expressed in the Act, are, to "collect information of the actual condition and efficiency of the Common Schools, and other means of popular education; and to diffuse as widely as possible, throughout every part of the Commonwealth, information of the most approved and successful methods of arranging the studies, and conducting the education of the young, to the end, that all children in this Commonwealth, who depend upon Common Schools for instruction, may have the best education which those schools can be made to impart. The Board, immediately after its organization, issued an "Address to the Public," inviting the friends of education to assemble in convention, in their respective counties, in the ensuing autumn; and the Secretary was requested to be present at those conventions, both for the purpose of obtaining information in regard to the condition of the schools, and of explaining to the public what were supposed to be the leading motives and objects of the Legislature in creating the Board. The author of the following Lectures was a member of the Legislature when the act establishing the Board was passed; and he was intimately acquainted with the general views of its projectors and advocates. The manuscript from which these lectures were given, though altered and partly re-written during successive years, is in parts very fragmentary, and was never prepared by the author in a form suitable for publication. The obvious omissions and breaks of continuity which are certain to be found in the manuscript of a discourse intended for oral delivery, would doubtless have been filled up at the time by extemporaneous additions, and by passages read from the authors spoken of. Notwithstanding'these drawbacks, I have not thought it right to alter the text in any essential points, or to attempt to give it a completeness which could only have been given by some editor as familiar with the subject as the author. The alterations have been confined to the insertion of words or paragraphs necessary to complete the sense, and of extracts which would probably have formed part of the discourse as actually delivered. In revising it for printing I have made such changes in arrangement and such additions and omissions as an experience of three years has seemed to indicate as desirable. It is hoped that in this new form the Syllabus and appended bibliographies will prove useful as a practical guide to teachers, librarians, and individual students. The Syllabus is based on a combination of the lecture and library methods, with occasional class discussions and reports. Instead of confining students to a few text-books, the aim has been to give them breadth of view by familiarizing them with the literature of the subject, and to provide some training in methods of independent work. An attempt has been made to study the history of education as a phase of the history of civilization. Accordingly a close connection has been maintained between the history of the civilization of a people and the ideas on and progress of education among them. Significant political events, changes in religious ideas, the attitude of the leaders toward the great problems, the progress of scientific discovery and invention, and the rise and progress of the scientific method and national spirit have been considered as a back-ground for the study of the history of educational theories and practice. An attempt has also been made to separate what was mere theory from what was actual practice, what was particular or local from what was general; to give some coherence to that confusing period between the Protestant Revolt and the nineteenth century; to set the work of the theorists and the reformers in a proper relation to one another and to the times in which they lived, and to point out how far they have influenced the present; and finally, to sketch the great organizing movements of the nineteenth century, taking Germany, France, and England as types. Only the slightest outline of the history of education in America is given; just enough to show the relation of the European development to our own, this subject being dealt with in another course.
