Islamist Parties and Political Normalization in the Muslim World examines the impact these parties have had on the political process in two different areas of the world with large Muslim populations: the Middle East and Asia. The book's contributors examine major cases of Islamist party evolution and participation in democratic and semidemocratic systems in Turkey, Morocco, Yemen, Indonesia, Malaysia, and Bangladesh. Collectively they articulate a theoretical framework to understand the strategic behavior of Islamist parties, including the characteristics that distinguish them from other types of political parties, how they relate to other parties as potential competitors or collaborators, how ties to broader Islamist movements may affect party behavior in elections, and how participation in an electoral system can affect the behavior and ideology of an Islamist party over time. Through this framework, the contributors observe a general tendency in Islamist politics. In early 2011, the prominent Pakistani politician Salmaan Taseer was assassinated by a member of his own security team for insulting Islam by expressing views in support of the rights of women and religious minorities. Benazir Bhutto, the former prime minister, was killed by gunfire and explosive devices as she left a campaign event in December 2007; strong evidence links members of extremist organizations to her slaying. These murders underscore the fact that religion, politics, and policy are inextricably linked in Pakistan. In this book, Haroon K. Ullah analyzes the origins, ideologies, bases of support, and electoral successes of the largest and most influential Islamic parties in Pakistan. Based on his extensive field work in Pakistan, he develops a new typology for understanding and comparing the discourses put forth by these parties in order to assess what drives them and what separates the moderate from the extreme. A better understanding of the range of parties is critical for knowing how the US and other Western nations can engage states where Islamic political parties hold both political and moral authority. Pakistan’s current democratic transition will hinge on how well Islamic parties contribute to civilian rule, shun violence, and mobilize support for political reform. It analyses the only Islamic political party that was ever allowed to participate in elections in Central Asia and contributes to the debate on the radicalization or moderation of Islamic political parties. The book examines the Islamic Revival Party of Tajikistan (IRPT), which has been the only legal Islamic party in post-Soviet Central Asia until 2015 and has been recognizing by many observers as moderate. Studying the ideological change of the party, which happened after its inclusion into political process, the book identifies their moderation as either tactical or ideological. The author examines and describes the main factors that led the IRPT toward moderation, with a focus on the inclusion-moderation hypothesis, which concludes that inclusion can lead to moderation. Observers of these changes struggle to understand the consequences of an Islamic resurgence in a democratizing world. Will democratic political participation by an increasingly religious population lead to victories by Islamists at the ballot box? Will more conspicuously pious Muslims participate in politics and markets in a fundamentally different way than they had previously? Will a renewed attention to Islam lead Muslim democracies to reevaluate their place in the global community of states, turning away from alignments with the West or the Global South and towards an Islamic civilizational identity? The answers to all of these questions depend, at least in part, on what ordinary Muslims think and do. In order to provide these answers, the authors of this book look to Indonesia--the world's largest Muslim country and one of the world's only consolidated Muslim democracies. They draw on original public opinion data to explore how religiosity and religious belief translate into political and economic behavior at the individual level. Across various issue areas--support for democracy or Islamic law, partisan politics, Islamic finance, views about foreign engagement--they find no evidence that the religious orientations of Indonesian Muslims have any systematic relationships with their political preferences or economic behavior. The broad conclusion is that scholars of Islam, in Indonesia and elsewhere, must understand religious life and individual piety as part of a larger and more complex set of social transformations. These transformations include modernization, economic development, and globalization, each of which has occurred in parallel with Islamic revivalism throughout the world. Against the common assumption that piety would naturally inhibit any tendencies towards modernity, democracy, or cosmopolitanism, Piety and Public Opinion reveals the complex and subtle links between religion and political beliefs in a critically important Muslim democracy.
