Book excerpt: Abstract: The study showed that about 184,000 low-income families participated in the Extension Service's Expanded Food and Nutrition Education Program (EFNEP) prior to October 1969. A sample showed that family incomes were very low--less than $2,700, of which more than a third was spent for food. Families with annual incomes of less than $1,200 per year spent nearly one-half for food. Most families were urban, members of minority groups, and had homemakers with relatively low educational levels. Food consumption practices of homemakers upon entering the program indicated that many families had poor diets. Foods in the milk, fruit and vegetable group were most often lacking in diets. After 6 months of EFNEP participation substantial, improvements in food knowledge and consumption practices were evident, particularly in the consumption of foods in the milk, fruit, and vegetable groups. Homemakers with poorest diets showed more improvement than those who had better initial food consumption practices.

Book excerpt: Nutrition education in the Supplemental Nutrition Assistance Program (SNAP-Ed) is designed to promote healthy eating behaviors in a low-income target population. In particular, SNAP-Ed programming encourages participants to increase consumption of fruit and vegetables and switch to lower fat dairy products. With funding from the U.S. Department of Agriculture’s Food and Nutrition Service (FNS), we independently evaluated eight programs that were selected as possible model SNAP-Ed programs. Our evaluations used robust research designs (experimental or quasi-experimental), similar primary outcome measures across the studies, and statistical analyses to account for clustering of participants within settings. These evaluations found a significant effect in outcomes for four programs: one in child care settings, two in elementary schools, and one in senior centers, suggesting that SNAP-Ed has the potential to be effective for some individuals across all age groups. Additionally, the study findings suggest that the maturity of the program (that is, experience in implementing the program over time) may make nutrition education more effective. Future studies should assess the longer-term effects on nutrition behaviors and sustainability of SNAP-Ed programs for preschool- and elementary-aged children, adults, and senior citizens.

The program was charged to educate families living in or near poverty to acquire knowledge, skills, and changes in behavior to achieve adequate diets providing normal nutrition. 1.5 million families were taught in the program influencing, in turn 6 million family members' diets; 3.5 million youth participated in EFNEP's 4-H food and nutrition activities. EFNEP focuses on knowledge of how to use available food resources and the importance of nutrition. Initial pilot projects showed the feasibility of EFNEP. Paraprofessional aides and existing extension home economics programs were employed. Existing national, state, and county programs and personnel share EFNEP responsibility. EFNEP has had a positive impact on the diets of program families.

Book excerpt: This report was prepared in response to a request from the Economic Research Service (ERS) of the U.S. Department of Agriculture (USDA). It summarizes the discussions at a February 1998 workshop convened by the Committee on National Statistics; the Board on Children, Youth, and Families; and the Food and Nutrition Board. The fiscal year 1998 (FY1998) appropriations bill for USDA gave ERS responsibility for all research and evaluation studies on USDA food assistance programs. The bill provided $18 million to fund these studies, an increase from $7 million in FY1997. ERS asked the Committee on National Statistics for assistance in identifying new areas of research and data collection and in further improving the evaluation studies of food assistance programs. By bringing together many who work on evaluation of food assistance programs, policy analysis, survey methods, nutrition, child nutrition and child development, outcome measurement, and state welfare programs, the issues presented and discussed at the workshop provided ERS with information that could be used to develop a framework for their research program.
