But why is that so? Are the problems solely connected with how inclusion policies are enforced, or could it just as likely be the way policies are designed that creates challenges? This book explores experiences with inclusion policy implementation in seven different post-socialist EU countries. It focuses particularly on two groups of people in constant danger of social exclusion: people with Roma background and people with disabilities. So far, researchers have studied these issues primarily through policy analysis, and thus not provided knowledge on what actually happens in local contexts where welfare services are produced. This book sheds light on implementation processes at different levels, both at the policy level and in local welfare production. The picture painted here is one of complex and conflicting considerations in inclusion policy implementation, between historical and cultural heritage from the communist period, and EU inclusion policy based on Western European political principles. This book will appeal to undergraduate and post-graduate students, as well as postdoctoral students in social science, disability studies, educational science, and others. The book will also be useful for researchers and others interested in the development of inclusion policies and EU integration issues. It addresses the role of non-governmental organizations (NGOs) within postsocialist neoliberal processes and analyzes the economic structures within which Romani musics circulate. Specifically, ReSounding Poverty offers a micro ethnography of economic networks that impact the daily lives of Romani musicians on the borders of the former Soviet Union and the European Union. It argues that the development aid allotted to provide economic assistance to Romani communities, when analyzed from the perspective of the performance arts, continues to marginalize the poorest among them. Through their structure and programming, NGOs choose which segments of the population are the most vulnerable and in the greatest need of assistance. Drawing on ethnographic research in development contexts, ReSounding Poverty asks who speaks for whom within the Romani rights movement today. Framing the critique of development aid in musical terms, it engages with Romani marginalization and economic deprivation through a closer listening to vocal inflections, physical vocalizations of health and disease, and emotional affect. ReSounding Poverty brings us into the back rooms of saman, mud and straw brick, houses not visited by media reporters and politicians, amplifying the cultural expressions of the Romani poor, silenced in the business of development.

This book presents a socio-legal enquiry into the civic marginalisation of Roma in Europe. Instead of looking only at Roma’s position as migrants, an ethnic minority or a socio-economically disadvantage group, it considers them as European citizens, questioning why they are typically used to describe exceptionalities of citizenship in developed liberal democracies rather than as evidence for how problematic the conceptualisation of citizenship is at its core. Developing novel theoretical concepts, such as the fringes of citizenship and the invisible edges of citizenship, the book investigates a variety of topics around citizenship, including migration and free movement, statelessness and school segregation, as well as how marginalised minorities respond to such predicaments. It argues that while Roma are unique as a minority, the treatment that marginalises them is not. This is demonstrated by comparing their position to that of other marginalised minorities around the globe.

Taking inspiration from the fields of economic sociology and ethics, this model shows that social innovation processes must be structural, and require change in power relations, if marginalization is to be effectively dealt with via social innovation. Part I of the book sets out the ESGM, including an exposition on the model along with background chapters on innovation, power and marginalization, ethics and social innovation, and empirical methods.
