In fiscal year 1995, it employed a total workforce of about 3.3 million personnel, about 26 percent of whom were civilians. DOD'S 849,164 civilian workers represented about 42 percent of executive branch civilian workers. Civilians are an integral part of DOD's support infrastructure, performing work in the 4 military services; 16 defense agencies, such as the Defense Finance and Accounting Service; 9 field activities, such as the Washington Headquarters Service; 5 defense support activities, such as the Defense Manpower Data Center; and other defense organizations, such as the Inspector General, Joint Staff, and OSD. As of fiscal year 1995, about 83 percent of DOD civilians were in the four military services. These civilians maintain and repair equipment and weapon systems; provide research, medical, communications, and logistics support; and operate and maintain military installations. The Marine Corps had the fewest civilians, with just over 18,000, and the Army had the most, with almost 267,000 civilians.

Because of inadequate support from the Defense Department and military service headquarters, however, many of these persons and their spouses have not been receiving timely assistance in the transition to civilian life as required by law. Officials responsible for providing transition services did not know who was leaving, departing service members were not being given information translating their military experience and training into marketable civilian skills, members either were not being provided individual preseparation counseling or were not receiving it promptly, and many service members and their spouses did not have a chance to attend transition seminars and use job assistance centers. Service members and their spouses who received transition services told GAO that they had found them helpful in readjusting to civilian life. In September 1993, the Secretary of Defense issued a memorandum stressing the need for commander support of the program.

Book excerpt: In response to more than a decade of downsizing and restructuring, the Department of Defense (DoD) is engaged in a human-resources strategic planning effort to address resulting imbalances in both skills and experience levels in many parts of DoD. The current human-resources strategic plan addresses the need to provide management systems and tools to support total workforce planning and informed decisionmaking (U.S. Department of Defense, 2003b). Attention to Department-wide civilian workforce planning stems in part from the President's Management Agenda of 2001 and the continuing assessments of Department-level progress on workforce planning. DoD civilian workforce-planning efforts are complicated and, at the same time, made more important by the implementation of the National Security Personnel System (NSPS), slated to begin in 2006. The NSPS will replace the traditional federal civil service personnel management system within DoD, providing DoD managers with more management flexibility.
