Book excerpt: The parliamentary elections of 2015–16 in Greece, Spain and Portugal had extraordinary consequences, bringing repeat elections, unprecedented processes of government formation and uncharted government outcomes. Greece formed a coalition of radical left and radical right and Portugal its first government supported by the communist party while Spain took ten months to get a government. These developments are especially astonishing in three states which in previous decades were a byword for democratic stability. After the transitions following the fall of their dictatorships in the 1970s, Greece, Spain and Portugal established bipolar electoral competition and predictable patterns of government formation. But more recently, all three countries have been in the frontline of the economic crisis and austerity implementation, triggering electoral realignments and turning the radical left into a major player. This volume offers essential understanding of the political destabilisation of Southern Europe. It includes detailed analyses of all five ‘crisis elections’ and of Greece’s bailout referendum. It also provides studies of the five ‘new contender’ parties (SYRIZA, Podemos, Ciudadanos, the Bloco Esquerda and the Portuguese Communist Party) which played a key role in government formation for the first time. With the negative effects of the economic crisis being seen to translate into changes in voting patterns, and citizens using elections to punish parties in government for their roles in economic mismanagement or lack of response to the global economic crisis, a broad examination is required. This book is presented as the first comparative study of the effects of the political crisis on candidate selection covering a large number of countries. Using an integrated framework and unified strategy, it examines how new relevant political actors are really implementing participative ways of candidate selection, whether they are being innovative in their political environments and the extent to which traditionally mainstream parties are changing selection procedures to have more open and inclusive mechanisms as part of internal, or intra-party, democracy. The book illuminates these issues through empirically driven chapters explaining changes in the way candidates for parliaments are selected in countries where new parties have emerged and consolidated, or where traditional mainstream parties have adopted new mechanisms of selection affecting (if not challenging) traditional politics. Additionally, therefore, this work will serve as a response to some current debates in the discipline on the consequences of the democratization of party life, relating political participation and representation. The case of Portugal present some interesting differences from other southern European democracies, since on one hand it suffered a deep economic crisis and the consequent bailout from the International Monetary Fund, the European Central Bank and the European Union, but on the other hand the party system remained stable. Nevertheless the impact of the crisis did reinforce a centre-periphery cleavage within the European Union, and especially in the Eurozone, Portugal is a central element of this new cleavage notoriously aggravated by Brexit.
