Book excerpt: Provides a survey of the principal items on the agenda following the end of the Cold War, focusing upon the institutions and regions where the reconsideration of security issues has been particularly profound. The book is organised into three main sections: the first examines the changed roles of the main security institutions which have survived the Cold War; NATO, the European Union/Western European Union and the Organisation for Security and Cooperation in Europe. The second analyses the Central European countries, Russia and States of the former Soviet Union in terms of their ideologies, political structures and relationships of the Cold War period. Lastly the text examines the northern and southern regions of Europe where quite different perspectives and agendas are concerned.

Book excerpt: The subject of my thesis is the European Union and formulation of a Common Foreign and Security Policy (CFSP). The questions I will try to answer are: One, what must the EU do in order to establish a viable CFSP? Two, does the EU need a military component to enforce its CFSP once achieved? This discussion is important for two reasons. First, the European Union is in a position to take on a significant role in maintaining peace in the world as well as meeting its own security challenges, if it can agree on common foreign and security policy (CFSP) . Second, if the EU cannot agree on CFSP and its implementation then the EU may remain on the back burner. Meanwhile organizations like the Organization for Security and Cooperation in Europe (OSCE), the North Atlantic Treaty Organization (NATO) and the United Nations (UN) will maintain peace and security in Europe and the world.

This Whitehall Paper contains perspectives from prominent authors across the region, showing how member states are responding, individually and collectively, to Moscow’s resurgence. Overall, it identifies the common but differentiated responsibility that member states have for security in the Alliance’s northern regions.

Book excerpt: Europe has undergone quite profound changes since the end of the Cold War. Having been a highly militarised, conflict-ridden and war-ridden region, the core of Europe today constitutes a security community where armed conflicts among the constituent states has become inconceivable. This comprehensive book offers a theoretically founded and thoroughly documented analysis of European security, with a special emphasis on the role played by the United Nations and the various regional and sub-regional organisations, especially the North Atlantic Treaty Organisation, the Organisation for Security and Cooperation in Europe, the Council of Europe and the European Union. When it comes to explaining peace in Europe opinions differ widely. Some argue that it was only because the West refused to give in to Soviet threats that the latter eventually gave up; or that the 'long peace' in Europe was due to the combination of a bipolar alliance structure, pitting the North Atlantic Treaty Organisation (NATO) against the Warsaw Pact, with the presence of nuclear weapons on both sides. Others point instead to the extraordinarily dense network of international institutions and organisations in Europe, offering a wide panoply of fora in which to handle disputes peacefully; or to the web of interdependence in economic and other affairs, tying together all states in Europe in relations which militate strongly against war. Still others believe that the external peace between the states in Europe is simply a reflection of a convergence of cultures, democracies with marked economies that are open towards the world market. These questions are the focal point of this book, which concentrates on security, albeit not in the sense of being a treatise on military matters, but security obtainable by much more indirect and non-military means. It will be required reading for all students and scholars of European security and the organisations which underpin it.

Book excerpt: The end of the Cold War has been accompanied by renewed enthusiasm over the potential of security institutions in Europe. West Europeans, the US and former communist states see them as an indispensable instrument of collective security. Yet, institutions failed to prevent post-communist conflicts, most notably in Yugoslavia. For the future, there is a need for improved coordination among interlocking institutions. This study is both a critical assessment of ongoing institutional changes and an analysis of the agenda for the future.
