Book excerpt: The consequences of climate change for society are analysed in this landmark assessment from the IPCC. This book assesses the available knowledge on the many issues that society has to face, including the international decision-making framework; applicability to climate change of techniques for assessing costs and benefits; the significant social costs of projected climate change; and the economic assessment of policy instruments to combat climate change, nationally and internationally. Some important conclusions of this Second Assessment Report indicate that 10 to 30% of greenhouse gas emissions in most countries can be reduced at negative or zero cost - 'no regrets' measures. Also, the literature indicates that climate change will cause aggregate net damage, which provides an economic rationale for going beyond 'no regrets' measures. It also indicates that a portfolio of mitigation, adaptation and research measures is a sound strategy for addressing climate change given the remaining uncertainties. This report speaks directly to the issues that are faced by the many countries committed to limit emissions of greenhouse gases by the year 2000, and currently negotiating actions to be taken beyond that date. Will be of great value to the international community of policymakers interested in the consequences of climate change, as well as to economists, social and natural scientists.

It already threatens the livelihoods, health and well-being of millions of people worldwide, and of the poorest and most vulnerable groups in particular. And it has potentially far-reaching implications for international relations and for personal, national and regional security. While significant uncertainties still remain, tremendous strides have been made over recent years in improving scientific understanding of the human processes driving global climate change and the likely impacts on world ecosystems. What is much less well understood is how these dynamics in the physical environment will interact with those of socio-economic systems, what the consequences will be for society, and how best to address them. In order to focus attention on these previously neglected and poorly understood social dimensions of climate change, the World Bank convened an international workshop in March, 2008, with the participation of community activists, former heads of state, leaders of Indigenous Peoples, representatives of non-governmental organizations, international researchers, and staff of the World Bank and other international development agencies. This edited volume brings together revised versions of many of the papers presented during that workshop, as an initial step in taking stock of existing knowledge on the social dimensions of climate change. Several new papers were also commissioned for this volume.

Thus, this book went to press in February 1998 the moment we received the official version of the Kyoto Protocol, which is reproduced in the annex.

Even though concern over climate change has been on the international agenda of international interest became evident in the for over a decade, a new surge wake of two recent events. One was the widespread support received by the 1987 Brundtland Commission Report, Our Common Future, and the other was the 1988 Montreal Protocol on substances that deplete the ozone layer. Although the problem of the ozone layer related to a single category of sub stances (CFCs), it took many years and a dramatk discovery of the ozone hole in Antarctica to allow for a breakthrough leading to an international agreement. The problems associated with climatic change and variability are much more com plex and pervasive than those of the ozone layer, and a much wider range of national and international issues are involved. The discussions in the 1988 session of the General Assembly of the United Nations revealed a surge of interest and growing awareness of the international community of the issues involved. Before that, the June 1988Toronto Conference on "The Changing Atmosphere: Implications for Global Security" was a signifi cant effort in forging a consensus on desirable targets for global action.
