The book was prepared by the Commission of the European Communities in the frame of its R + D programme on biomass. In the European Community today the biomass option is only little developed: a huge resource is waiting for use. Actually, there is ample scope for biomass utilisation as it bears promise in some of the vital sectors of modern society. Development of indigenous and renewable energy sources, creation of new employment, recycling of wastes and improvement of the environment, restructuring of European agriculture, development of the Third World, they are all concerned. It is important to note that the exploitation of the biomass resource is largely related to its conversion into a marketable product. However, as many of the conversion technologies are not yet well established or need improvement, R + D is more than ever the critical pathway to get access to the benefits of biomass utilisation. In the European Communities I R + D programme, thermal conversion of biomass is developed with priority. Gasification as well as pyrolysis development projects are being supported by the Commission in European industry and universities. Pyrolysis is particularly attractive because the conversion products charcoal and pyrolytic oil are very convenient in use, technologies are relatively simple and projected pay-back times favourable. -v- Charcoal making is just the simplest and oldest form of pyrolysis.

The consumption of charcoal has been at high level and the demand may keep growing over the next decades, particularly in sub-Saharan Africa. Some preliminary studies indicate that among commonly used cooking fuels, unsustainably produced charcoal can be the most greenhouse gas intensive fuels and simple measures could deliver high GHG mitigation benefits. Through the Paris Agreement on climate change adopted in 2015, countries set themselves ambitious targets to curb climate change, and forest-related measures have an important role to play in climate change mitigation and adaptation. Over 70% of the countries who have submitted their (intended) nationally determined contributions (NDCs) mention forestry and land use mitigation measures. Despite the importance of woodfuel in many countries, few have explicitly included measures to reduce emissions from woodfuel production and consumption. Many of the NDCs that include forestry do not yet provide detailed information on how mitigation is to be achieved. The overall objective of the publication is to provide data and information to allow for informed decision-making on the contribution sustainable charcoal production and consumption can make to climate change mitigation. More specifically, the publication aims to answer the following questions: - What are the climate change impacts of the current practices on charcoal production and consumption worldwide and across regions? - What is the potential of sustainable charcoal production in GHG emission reductions and how such potential can be achieved? - What are the key barriers to sustainable charcoal production and what actions are required to develop a climate-smart charcoal sector?

In the case of Ethiopia, charcoal is produced from state-owned (public) forests and woodlands. There is little regulatory intervention from the government side. Moreover, production is more traditional and the producers have little idea that charcoal can be produced efficiently with modern technologies. Although charcoal meets significant portion of urban households' energy needs in the country, and also support the livelihood of tens of thousands of rural households, it hardly attracted the attention of policy makers and development agents. A good majority of urban population who use charcoal on regular basis doesn't seem to know how charcoal is made, from where it comes, and its adverse environmental impacts. In cognizant of the potential environmental impact of charcoal production and marketing in the country, FSS commissioned this study with the objective to understand the environmental, social and economic implications of charcoal production, marketing and consumption in Ethiopia with aim to generate/increase awareness among the general public and incite a policy debate among concerned key stakeholders.
