Book excerpt: The momentum for structural reforms is waning in the euro area at a time when even faster progress is needed to boost productivity and growth, achieve real economic convergence, and improve the resilience of the monetary union. What can the European Union (EU) institutions do to bridge this divide? This paper argues for greater simplicity, transparency and accountability in the EU governance framework for structural reforms. Our three interrelated proposals—“outcome-based” benchmarking; better use of existing EU processes to strengthen oversight and reduce discretion; and improved financial incentives—could help advance reforms. Ex post monitoring by an independent EU-level “structural council” and ex ante policy innovation by national productivity councils could strengthen accountability and ownership. Deeper governance reforms should be considered in the medium-term with a view toward a greater EU role in promoting convergence.

Available in PDF, EPUB and Kindle. Book excerpt: America is at a pivotal crossroads. The soul of our nation is at stake and in peril. A new public narrative is needed to unite Americans around common values and to counter the increasing discord and acrimony in our politics and culture. The process of healing and creating a more perfect union in our nation must start now. The moral vision of Martin Luther King Jr.'s Beloved Community, which animated and galvanized the civil rights movement of the 1950s and 1960s, provides a hopeful way forward. In A More Perfect Union, Adam Russell Taylor, president of Sojourners, reimagines a contemporary version of the Beloved Community that will inspire and unite Americans across generations, geographic and class divides, racial and gender differences, faith traditions, and ideological leanings. In the Beloved Community, neither privilege nor punishment is tied to race, gender, religion, sexual orientation, or economic status, and everyone is able to realize their full potential and thrive. Building the Beloved Community requires living out a series of commitments, such as true equality, radical welcome, transformational interdependence, E Pluribus Unum ("out of many, one"), environmental stewardship, nonviolence, and economic equity. By building the Beloved Community we unify the country around a shared moral vision that transcends ideology and partisanship, tapping into our most sacred civic and religious values, enabling our nation to live up to its best ideals and realize a more perfect union.

The second edition provides an updated discussion of important lessons behavioral science holds for labor organizations. It also provides new examples of how unions and their leaders have benefited from putting the principles outlined in the first edition into practice.

Book excerpt: The American Union is imperfect. But it is certainly motioning towards a more perfect union. It is this foundational thesis in the fulfillment of the American vision that this book focuses on. By affording an integrated and holistic approach, the book shows that the American dynamics is transformational living phenomenon framed on four major paradigms: that America is a land of freedom; that America is a land of opportunity; that America is impregnated with inertia within it that propels it to repair its faults; and that the nation has been moving to a higher ground in its motion with a concerted effort of its people as one (E pluribus Unum) to build a more perfect Union.A pragmatic but positive outlook on the American reality in the bountiful land by a first generation immigrant from Gojjam, Ethiopia, the author tries to help the reader develop a generic framework in understanding the evolving American reality since the founders took the bold step in 1776 to write an audacious proposal that all men are created equal, endowed by the creator with inalienable rights. The analysis in the book begins by framing the constitutional bases of the nation as a four dimensional compass. Using what he terms as the American GPS, he leads the reader to have a snapshot on the structure of American government, citizenship, church and state, legal, economic, political and foreign policy issues to show that in fact what is manifesting in the American socio-political topology is not a random act but an in-built, systemic transfiguration in creating the opportunity for all children of Adam to realize their God given inalienable rights, being Geezans (freely roaming citizens of the universe) in fulfilling the vision of the nation. After reading this book, the reader will never waste time in random thoughts about the American ever unfolding reality. By all accounts America is an emergent and noble idea whose better days are yet to come. That is the projection whose totality can be meaningfully captured through a living compass: The American GPS!

Book excerpt: What can unions do as the Great Recession ravages workers and their unions and threatens to destroy decades of collective bargaining gains? What must local union leaders do to help their laid-off members, protect those still working, and prevent the gutting of their hard-fought contracts--and their very unions themselves? How, in fact, can local union leaders seize the time and turn crisis into opportunity? Bill Barry, director of labor studies at the Community College of Baltimore County and a 40-year veteran of the movement, calls on his long history of activism and years of "what works, what doesn't" discussions with other leaders to come up with a plan to survive these terrible times and even use this crisis to build a better future. The second edition has been updated with an important chapter addressing the assault on public sector unions.
