Book excerpt: Agricultural extension provides the critical connection from agricultural innovation and discovery to durable improvements at scale, as farmers and other actors in the rural economy learn, adapt, and innovate with new technologies and practices. However, lack of capacity and performance of agricultural extension in lower- and middle-income countries is an ongoing concern. Research on agricultural extension and advisory services (in short, extension) has been an integral part of the CGIAR Research Program on Policies, Institutions, and Markets (PIM) since its inception. This brief synthesizes key findings from research funded by and linked to PIM from 2012 to 2021, presenting lessons learned and a vision for the future of extension. A list of all PIM-related extension and advisory services research is provided at the end. Designing and implementing effective provision of extension is complex, and efforts to strengthen extension services often fall into a trap of adopting “best practice” blueprint approaches that are not well-tailored to local conditions. An expansive literature examines the promises and pitfalls of common approaches, including training-and-visit extension systems, farmer field schools, and many others (Anderson and Feder 2004; Anderson et al. 2006; Waddington and White 2014; Scoones and Thompson 2009). To understand extension systems and build evidence for what works and where, the “best-fit” framework, a widely recognized approach developed by Birner and colleagues (2009) and adapted by Davis and Spielman (2017), offers a simple impact chain approach (Figure 1). The framework focuses on a defined set of extension service characteristics that affect performance: governance structures and funding; organizational and management capacities and cultures; methods; and community engagement — all of which are subject to external factors such as the policy environment, agroecological conditions, and farming-system heterogeneity. To enhance extension performance and, ultimately, a wide range of outcomes and impacts, new and innovative interventions can be applied and adapted within this set of extension characteristics.

Agriculture is the main source of livelihood for a majority of rural people and is often referred to as the mainstay of the economy of the developing world. Agricultural Extension practices or advisory services as per usage in some countries provide a close examination of country-by-country approach. In the book, contributions are drawn from thirteen countries in four regions of the world. Furthermore, the editors list the countries alphabetically. The countries are Botswana, Cameroon, Canada, Ghana, India, Kenya, Nigeria, South Africa, Swaziland, Tanzania, Ukraine and the United States of America.The many contributors of the book at the onset explore the historical evolution of agricultural extension in their respective countries. For example, during the colonial era and prior to self-governance in several African countries, agriculture was the sole powerhouse that supplied raw materials to the industries of the now western societies. The effective connection between the 'colonial masters' and the search for rural raw materials was the agricultural extension worker. In one way, this book helps to connect the history of colonial and post-colonial Africa in the sustenance of agricultural development in Europe and America.Canada and the United States of America share a lot but also have many differences in their approach to agricultural extension. While America owes its origins to the land grant cooperative extension service with a mandate to state supported universities for the implementation of its programs, Canada traced its need for agricultural extension services to the adaptation of technologies to individual skills for expanded production for growing population (Hamby, 2019). Additionally, while Canada, at one time with reason, withdrew from public agricultural extension, the USA never followed that path since its inception of extension work in 1785.Formal law organizing the agricultural extension service sector in Ukraine is recent. Extension law of Ukraine was adopted in 2004 allowing for a robust participation of both public and private sector. (Windon and Zaburanna, 2019).The chapter on Ukraine provides insights to the understanding of this effort.The success of India's agricultural revolution could be traced to the resilience of local rural farmers who labored day and night tilling the soil in a sustainable manner. Indian and Pakistani farmers worked alongside extension workers in their respective countries to provide the advice and education that helped the transformation of the agricultural sector. Finally, there are two important points to make here. First, this book, while based on agricultural extension practices, provides a country-by-country comparative assessment. It is easy to read and a good narrative to follow. However, the comparisons are largely limited to the countries examined in the book. Second, the book allows us to review the success and failures of major institutions such as the World Bank, international development agencies and other donor organizations for their participation and recommendation to the efforts of countries involved in the practice of agricultural extension worldwide.

Book excerpt: Abstract: May 1999 - The agriculture sector must nearly double biological yields on existing farmland to meet food needs, which will double in the next quarter century. A sustainable approach to providing agricultural extension services in developing countries-minimal external inputs, a systems orientation, pluralism, and arrangements that take advantage of the best incentives for farmers and extension service providers-will release the local knowledge, resources, common sense, and organizing ability of rural people. Is agricultural extension in developing countries up to the task of providing the information, ideas, and organization needed to meet food needs? What role should governments play in implementing or facilitating extension services? Roughly 80 percent of the world's extension is publicly funded and delivered by civil servants, providing a range of services to the farming population, commercial producers, and disadvantaged target groups. Budgetary constraints and concerns about performance create pressure to show the payoff on investment in extension and to explore alternatives to publicly providing it. Feder, Willett, and Zijp analyze the challenges facing policymakers who must decide what role governments should play in implementing or facilitating extension services. Focusing on developing country experience, they identify generic challenges that make it difficult to organize extension: The magnitude of the task; Dependence on wider policy and other agency functions; Problems in identifying the cause and effect needed to enable accountability and to get political support and funding; Liability for public service functions beyond the transfer of agricultural knowledge and information; Fiscal sustainability; Inadequate interaction with knowledge generators. Feder, Willett, and Zijp show how various extension approaches were developed in attempts to overcome the challenges of extension: Improving extension management; Decentralizing; Focusing on single commodities; Providing fee-for-service public extension services; Establishing institutional pluralism; Empowering people by using participatory approaches; Using appropriate media. Each of the approaches has weaknesses and strengths, and in their analysis the authors identify the ingredients that show promise. Rural people know when something is relevant and effective. The aspects of agricultural extension services that tend to be inherently low cost and build reciprocal, mutually trusting relationships are those most likely to produce commitment, accountability, political support, fiscal sustainability, and the kinds of effective interaction that generate knowledge. Book excerpt: Public and nonpublic extension and advisory services are both key to sustainable agriculture, resilient livelihoods, and inclusive growth1. The Global Forum for Rural Advisory Services (GFRAS) has called for “the new extensionist”(Davis and Sulaiman 2014), emphasizing the functional competencies needed to help clientele cope with complex challenges such as climate change and nutrition. Since 2015 the GFRAS “New Extensionist Learning Kit” (NELK)has been equipping extension agents globally with functional competencies through face-to-face, online, and blended learning(AFAAS 2018). Competencies are defined in many different ways (Westera 2021). For this paper, we define competency simply as “the capability to perform actions which add value” (Mulder, 2012: 319). Functional competencies(the so-called soft skills, as distinct from more technical areas in agriculture, animal sciences, natural resources, etc.)have not been well documented in the academic literature, especially with respect to digitally enabled extension (Strong et al. 2014). According to Khalil and colleagues (2009), competencies such as leadership, communication, program planning, and evaluation are important factors for performance of extension staff. Digital skills are also becoming more important for extension officers. The utilization of digital technology (online modules, webinars) to deliver the NELK modules provides the opportunity to use expertise available globally to train many extension professionals at the same time. How ready, however, are extension officers globally to use such digital approaches –for continuous professional development and learning and also for outreach? Spielman and colleagues (forthcoming) developed an index of “digital readiness” of extension agents in Rwanda. Digital readiness is also referred to as Networked Readiness Index or Technology Index, and indicates the status and growth of information and communications technologies (ICT) and how ICTs are effectively used to achieve maximum benefits to the country and its citizens (Bharatula and Murthy 2020).

The recommendations encompass all the thematic areas highlighted in the GPC, with a focus on adaptation to local contexts, needs of small-scale farmers, and include cross-cutting issues to guide active innovation for global sustainable plant production systems. The recommendations clearly establish (i) priorities for targeted mobilization and pooling of scientific, technical and financial resources; (ii) evidence and knowledge sharing through the creation and management of functional technical networks; and (iii) testing and scaling evidence-based sustainable plant production practices, partnerships and policies.
