Therefore, the Soviet decision to avoid reporting grain output in the 1981 and 1982 plan fulfill ment reports must have been carefully considered. It represents a choice made in favor of further limiting both internal and foreign access to data on Soviet agri cultural performance. Unless the data can be obtained by other means - and grain output is one of the informa tion items required to be exchanged under the us. USSR agricultural agreement - it is likely that Soviet grain production may not be officially reported until the results of the Eleventh 5-year Plan are published in late 1985. In the absence of officially reported data, usda con tinned to analyze a variety of data sources to estimate Soviet grain production.1 usda estimates that 1982 production probably amounted to 180 million tons, up from the usda estimate of the 160 million in 1981 (table Thus, while the 1982 crop was a marked improvement, it still fell some 58 million tons short of the plan. The low output stretched to 4 years the serious shortfalls in grain production. Weather undoubtedly has played a major role. Area expanded by just over hectares, and yields rose 11 percent. Hemp and jute production fell. Sugarcane output increased percent to mil lion tons, and the sugar beet outturn rose percent to million. Tobacco leaf production, primarily flue cured, rose substantially, from about million tons in 1981 to an estimated million in 1982. The increase in production came about largely because of higher procure ment prices. The feature article in this report describes the main characteristics of China's livestock sector, analyzes the performance of that sector in the past few years, and evaluates the goal to substantially increase meat output by 1990. From 1972 to 1982, China's hog numbers about doubled, from an estimated 129 million to 300 million. Meanwhile, meat output rose from about million tons to million, and per capita meat availability increased from about 8 kilograms to These rapid gains came about because of a number of changes in poli cies affecting private-sector production, prices, and out put goals. By 1990, China plans to produce 18 million tons of meat. This goal can be met if plans are implemented to substantially raise the number of ruminant animals, and if producers succeed in obtaining more rapid weight gains in their animals, higher slaughter rates, and better dressing rates. Also, to achieve the goal, substantial imports of feed grains and protein meal may be required. For the first time since the mid-1950's, government leaders made public details of their economic plans. They announced a long-range plan to the year 2000, out lined major goals for their Sixth 5-year Plan (1981 and published their 1983 plan targets. Capital invest ment for 1983 will primarily go to building up the ener gy, transportation, and heavy and light industrial sec tors. The agricultural sector is scheduled to receive less than 6 percent of total capital investment funds. Invest ments in some industries, however, may slightly expand the capacity to supply inputs, such as chemical fertilizer. Planners expect increases in agricultural output to come not from increased inputs, but from better management of resources.
