Available in PDF, EPUB and Kindle. Book excerpt: Claims to land and territory are often a cause of conflict, and land issues present some of the most contentious problems for post-conflict peacebuilding. Among the land-related problems that emerge during and after conflict are the exploitation of land-based resources in the absence of authority, the disintegration of property rights and institutions, the territorial effect of battlefield gains and losses, and population displacement. In the wake of violent conflict, reconstitution of a viable land-rights system is crucial: an effective post-conflict land policy can foster economic recovery, help restore the rule of law, and strengthen political stability. But the reestablishment of land ownership, land use, and access rights for individuals and communities is often complicated and problematic, and poor land policies can lead to renewed tensions. In twenty-one chapters by twenty-five authors, this book considers experiences with, and approaches to, post-conflict land issues in seventeen countries and in varied social and geographic settings. Highlighting key concepts that are important for understanding how to address land rights in the wake of armed conflict, the book provides a theoretical and practical framework for policy makers, researchers, practitioners, and students. Land and Post-Conflict Peacebuilding is part of a global initiative to identify and analyze lessons in post-conflict peacebuilding and natural resource management. The project has generated six edited books of case studies and analyses, with contributions from practitioners, policy makers, and researchers. Other books in the series address high-value resources, water, livelihoods, assessing and restoring resources, and governance.

Book excerpt: This volume is a unique effort to cover the topic of the restitution of housing and property in light of lessons learned in the Balkans, South Africa, East Timor, and in a range of other countries that have made the shift from conflict to peace. Individual chapters by authors with direct experience dealing with housing and property restitution in particular contexts will bring into focus the legal and human rights aspects of this question. All parties involved in human rights, refugee assistance, post-conflict reconstruction and reconciliation, and property rights will find this volume to be an indispensable resource now that housing and property restitution is viewed as an essential element of post-conflict reconstruction and a primary means of reversing “ethnic cleansing.”

Book excerpt: The tsunami that struck a dozen countries around the Indian Ocean on 26 December 2004 evoked international sympathy on a scale beyond any previous natural disaster. The international relief effort broke all records both in scale and diversity, with seven billion U.S. dollars donated from all over the world through public and private agencies for Sumatra alone. Simply as a reconstruction effort, therefore, the disbursement of those funds and the rebuilding of housing, infrastructure, and economy posed major national and international challenges. However this was not simply a reconstruction effort. Aceh at that time was a war zone, with Indonesia's military engaged in a major operation to crush a separatist rebellion that had been simmering since 1976. Even though the funds had been donated for tsunami relief, any real reconstruction of Aceh had to consider the impact of the conflict on the well-being of the population, as well as governance and administrative capacities. This volumes serves the purpose not only of discussing some of the lessons of the Aceh reconstruction and peace processes, but also of maintaining critical links between Aceh and the international community after the initial tranches of aid expire.

Available in PDF, EPUB and Kindle. Book excerpt: Through the lens of the Asian tsunami, this book problematizes concepts that are normally taken for granted in disaster discourse, including relief, recovery, reconstruction and rehabilitation. The unprecedented flow of humanitarian aid after the Asian tsunami, though well-intentioned, showed adverse effects and unintended consequences in the lives of people in the communities across nations. Aid led not only to widespread relief and recovery but also to an exacerbation of old forms of inequities and the creation of new ones arising from the prioritization, distribution and management of aid. This, in turn, led to the incongruity between the needs and expectations of the affected and the agendas of aid agencies and their various intermediaries. This book examines the long-term consequences of post-disaster aid by posing the following questions: What has the aid been expended on? Where has the aid primarily been expended, and how? And what were the unintended consequences of post-disaster aid for the communities? This topical volume is of interest to social scientists, human rights and law researchers and environmental scientists interested in disaster studies.
