Exaggerated Some have said that the forests are the most important asset; others maintain that the soil, with its fertility, is the most important re source; and, of late, great stress is being laid upon the statement that water is the chief asset, the prediction being made that the nation which has the most and cheapest water-power available is destined to take precedence in the world of commerce. AS a matter Of fact, however, all these various interests are interdependent one upon the other. If any one feature Of our natural resources is to be placed before others, probably it could be most reasonably urged that a fertile condition Of the soil is the most im portant natural asset to be safeguarded; because, for his sustenance on the earth, man requires food, raiment, and Shelter, and these essentials are supplied him, in one form or another, either directly or indirectly, from the soil. It must be manifest, therefore, that the factors which make for the permanence of the soil's productivity are factors Of paramount importance; and hence the subject Of the conservation and use Of waters as a natural asset must, among other things, be considered in its prime relationship to the subject Of the productivity Of the soil. It may assist to a better understanding of some Of the statements made herein if the fact is borne in mind that the greatest danger which besets the natural resources Of not only this country, but of the world, is the undue disturbance Of the balance which Nature seeks to maintain. Hence, in presenting the data which follow, no special effort has been made to attach an importance to water-power, per se, to which it is not entitled. All the water-powers in the Prairie Provinces come under the direct control of the Dominion Government, water-power rights being granted under special regulations. The full text of the regulations is given as Appendix VI, p. 301, from which it may be seen that all water-powers under federal control are licensed on strict conditions and, before the license is issued for any water-power site, or for the purpose of storing water, the application must go through three dif ferent stages. Book excerpt: Excerpt from Water Powers of Canada: Province of British Columbia British Columbia* may be described as a great quadrangle 700 miles in length by 400 miles in width, lying to the north of the 49th parallel, and west of the centre core of the Rocky Mountains, extending along the Pacific coast as far as latitude and including the islands adjacent. North of that degree of latitude it continues inland to latitude but is shut off from the coast by the narrow strip of Alaskan territory and is bounded on the east, north of latitude by longitude l20°. The southern half of the province lies between well defined boundaries. It forms a large and rugged rhorhboid of elevated land, which is sup ported on each side by ranges of mountains. On the east these are the Rockies and Selkirks, and the Coast and Island ranges on the west. The easternmost range is that of the Rocky Mountains, which is the northern extremity of the great Cordilleran belt, which forms the back bone of the North American continent from Mexico to Alaska. This range enters the province at the 49th parallel, and constitutes the eastern boundary of the province to latitude continuing to between 56° and where it loses its distinctive character, merging into lower hills. Geologists have shown that this great range consists of the upturned edges of the strata that underlies the great north-west plain, and its massive mountains are formed chicfly of alluvial and carboniferous limestone. The average height of the range is roughly about feet, but there are several summits in the vicinity of the Bow River and the Kicking Horse Pass which attain an elevation of between l0,000 and feet. There are twelve principal passes through the mountains, at elevations ranging from feet, the highest being the South Kootenay Pass, and the lowest the Peace River Valley Pass, which is at elevation feet. Parallel to the Rocky Mountains runs the Selkirk range. This range has been shown by geologists to represent an earlier upheaval, and to exhibit an entirely different series of rocks. Entering from the south in a three-fold system developed by important valleys, these ranges have been called respectively the Purcell, Selkirks, and the Cold Mountains.
