Book excerpt: During the 1990s, as the Internet in general and e-mail in particular grew in popularity as a means of communication, a number of Cameroonians residing in various parts of the world established a vibrant and lively electronic forum for the discussion of various issues related to their native land. The forum, known as Camnet, demonstrated that Cameroonians living abroad could actively participate in the political, economic and social processes taking place at home. This ability to remain actively engaged in the development of ones nation through the Internet is what Endeley calls virtual activism. Camnet thus distinguished itself as the first and most influential breeding ground for Cameroonian virtual activism. Although Camnet appeared to be dominated by political discussions, it was a truly multi-dimensional forum. No topic was explicitly forbidden and on some occasions the participants conducted extensive debates on issues that had nothing to do with Cameroon or with politics. In this publication, however, the author has chosen to present only a representative sample of his own contributions from the late 1990s with a direct bearing on Cameroons development. Some of the contributions are in French and in order to reflect the bilingual nature of the debates that took place on Camnet, these have not been translated into English. The informed reader will be struck by the issues which were being debated over 15 years ago as well as by the fact that some of the predictions the author made in the 1990s are a reality today.

In The Other Digital China, Jing Wang, a scholar at MIT and an activist in China, shatters the view that citizens of nonliberal societies are either brainwashed or complicit, either imprisoned for speaking out or paralyzed by fear. Instead, Wang shows the impact of a less confrontational kind of activism. Whereas Westerners tend to equate action with open criticism and street revolutions, Chinese activists are building an invisible and quiet coalition to bring incremental progress to their society. Many Chinese change makers practice nonconfrontational activism. They prefer to walk around obstacles rather than break through them, tactfully navigating between what is lawful and what is illegitimate. The Other Digital China describes this massive gray zone where NGOs, digital entrepreneurs, university students, IT companies like Tencent and Sina, and tech communities operate. They study the policy winds in Beijing, devising ways to press their case without antagonizing a regime where taboo terms fluctuate at different moments. What emerges is an ever-expanding networked activism on a grand scale. Under extreme ideological constraints, the majority of Chinese activists opt for neither revolution nor inertia. They share a mentality common in China: rules are meant to be bent, if not resisted.

Book excerpt: Civil society and empowerment have become buzz words in neoliberal development discourse. Yet many unanswered questions remain on the actual nature and configuration assumed by civil society in specific contexts. Typically, while neoliberals perceive civil-society organisations as vital intermediary channels for the successful implementation of desired economic and political reforms, they are inclined to blame the current resurgence of the politics of belonging for the poor record of these reforms in Africa and elsewhere. This book rejects such notions and argues that the relationship between civil society and the politics of belonging is more complex in Africa than western donors and scholars are willing to admit. Konings argues that ethno-regional associations and movements are even more significant constituents of civil society in Africa than the conventional civil-society organisations that are often uncritically imposed or endorsed. He convincingly shows how the politics of belonging, so pervasive in Cameroon, and indeed much of Africa, during the current neoliberal economic and political reforms, has tended to penetrate the entire range of associational life. This calls for a critical re-appraisal of prevalent notions and assumptions about civil society in the interest of African reality. Hence the importance of this book!
