Although intimate partner violence, risk and security are intimately connected they are rarely considered in tandem in the context of global security. Yet, intimate partner violence causes widespread physical, sexual and/or psychological harm. It is the most common type of violence against women internationally and is estimated to affect 30 per cent of women worldwide. Intimate partner violence has received significant attention in recent years, animating political debate, policy and law reform as well as scholarly attention. In bringing together a range of international experts, this edited collection challenges status quo understandings of risk and questions how we can reposition the risk of IPV, and particularly the risk of IPH, as a critical site of global and national security. It brings together contributions from a range of disciplines and international jurisdictions, including from Australia and New Zealand, United Kingdom, Europe, United States, North America, Brazil and South Africa. The contributions here urge us to think about perpetrators in more nuanced and sophisticated ways with chapters pointing to the structural and social factors that facilitate and sustain violence against women and IPV. Contributors point out that states not only exacerbate the structural conditions producing the risks of violence, but directly coerce and control women as both citizens and non-citizens. States too should be understood as collaborators and facilitators of intimate partner violence. Effective action against intimate partner violence requires sustained responses at the global, state and local levels to end gender inequality. Critical to this end are environmental issues, poverty and the divisions, often along ‘race’ and ethnic lines, underpinning other dimensions of social and economic inequality.

The fact that women have achieved higher levels of political inclusion within low- and middle-income countries has generated much speculation about whether this is reaping broader benefits in tackling gender-based inequalities. This book uncovers the multiple political dynamics that influence governments to adopt and implement gender equity policies, pushing the debate beyond simply the role of women's inclusion in influencing policy. Bringing the politics of development into discussion with feminist literature on women's empowerment, the book proposes the new concept of 'power domains' as a way to capture how inter-elite bargaining, coalitional politics, and social movement activism combine to shape policies that promote gender equity. In particular, the book investigates the conditions under which countries in sub-Saharan Africa and South Asia have adopted legislation against domestic violence, which remains widespread in many developing countries. The book demonstrates that women's presence in formal politics and policy spaces does not fully explain the pace in adopting and implementing domestic violence law. Underlying drivers of change within broader domains of power also include the role of clientelistic politics and informal processes of bargaining, coalition-building, and persuasion; the discursive framing of gender-equitable ideas; and how transnational norms influence women's political inclusion and gender-inclusive policy outcomes. In this paper, we explore the economic consequences of violence against women in sub-Saharan Africa using large demographic and health survey data collected pre-pandemic. Relying on a two-stage least square method to address endogeneity, we find that an increase in the share of women subject to violence by 1 percentage point can reduce economic activities (as proxied by nightlights) by up to 8 percent. This economic cost results from a significant drop in female employment. Our results also show that violence against women is more detrimental to economic development in countries without protective laws against domestic violence, in natural resource rich countries, in countries where women are deprived of decision-making power and during economic downturns. Beyond the moral imperative, the findings highlight the importance of combating violence against women from an economic standpoint, particularly by reinforcing laws against domestic violence and strengthening women’s decision-making power.
