Despite sharp economic and political differences between the two dictatorial regimes at the start of the Cold War, significant similarities existed as both states took advantage of international tourism to improve their image abroad and pursued processes of economic modernization to acquire hard currencies. By the end of the 1970s though, the two countries achieved rather different results in terms of tourism development, despite the fact that both shared many features in the 1940s and 1950s. By comparing the rise and evolution of international tourism on different sides of the Iron Curtain, Adelina Stefan provides a different assessment of the geopolitics of postwar Europe and that further refines the Cold War's geographies separating eastern and western Europe. As a result, Vacationing in Dictatorships reveals a new perspective on the Cold War that reveals not only the developmental similarities between Eastern and Southern Europe, but also the ideological struggle that pitted socialist East against capitalist West.

It requires some effort to understand such processes. It is insufficient to observe merely the dictatorships and their mechanisms, one must also incorporate the seemingly harmless history leading up to that time and, above all, the transitions that took place. The book begins with a description of the historical situation after the First World War. Europe’s brutalization through colonial wars and inter-European conflicts, carried out using means of mass extermination, led to fractures in civilized cultures. What follows in the second section is another state-by-state organized design of the transition from countries that were fascist (and countries that were made fascist) into communist states established in accordance with the Soviet model. The third part of the book is devoted to the history of the “Eastern Bloc” states from 1953 to 2013.

The three events followed each other within a span of about ten years: the deportation and murder of Hungarian Jews in Nazi death and labor camps; the Arrow Cross terrorist rule in Budapest; and finally the Stalinist terror in Hungary and East-Central Europe. Through the prism of survival, László Borhi explores the relationship between the individual and power, attempting to understand the mechanism of oppression and terror produced by arbitrary, unbridled power through the experience of normal people. Despite the obvious peculiarities of time and place, the Hungarian cases convey universal lessons about the Holocaust, Nazism, and Stalinism. In the author's conception, the National Socialist and Stalinist experiences are linked on several levels. Both regimes defended their visions of the future against social groups whom they saw as implacable enemies of those visions, and who therefore had to be destroyed for sake of social perfection. Furthermore, the social practices of National Socialism were passed on. And although Stalinism was imposed by a foreign power, some of the survival skills for coping with it were rehearsed under the previous hellish experience.

We see Gruber’s remarkable photographs of a former American pleasure boat (which had been renamed Exodus 1947) as it limped into Haifa harbor, trying to deliver 4,500 Jewish refugees (including 600 orphans), under attack by five British destroyers and a cruiser that stormed the Exodus with guns, tear gas, and truncheons, while the crew of the Exodus fought back with potatoes, sticks, and cans of kosher meat. In a cable to the Herald Tribune, Gruber reported that “the ship looks like a matchbox splintered by a nutcracker.” She was with the people of the Exodus and photographed them when they were herded onto three prison ships. Gruber represented the entire American press aboard the ship Runnymede Park, photographing the prisoners as they defiantly painted a swastika on the Union Jack. During her thirty-two years as a correspondent, Ruth Gruber photographed what she saw and captured the triumph of the human spirit. “Take photographs with your heart,” Edward Steichen told her. Witness is a revelation–of a time, a place, a world, a spirit, a belief. It is, above all else, a book of heart.
