The melancholy event of civil war in our land has clearly developed three important facts. First, that in the midst of such a calamity, educational interests are liable, first of all, to suffer detriment. Second, that the true value of education to a community is revealed in a light not perceptible in ordinary times. Third, that the stability and prosperity of the State must be in proportion to the intelligence of its citizens. When business is widely diverted from its ordinary channels; and government, both State and National, is severely taxed to sustain itself; when in many States educational institutions are wholly, or in part, suspended, and their funds perverted to other purposes, the friends of human improvement will naturally inquire with increased interest, not to say solicitude, how far the cause of education has suffered in our own Commonwealth. To answer this inquiry, we need to know the sentiments and action of the people for whose benefit the Public School System has been so long sustained, and by whose pecuniary contributions and continued interest in its prosperity it must be preserved. That no disturbing circumstances have caused a withdrawal of pupils from the schools, is shown by the report in relation to attendance, as exhibited in the "Abstract of School Returns," accompanying the Secretary's Report. The great interest committed to men supervision has received their vigilant attention during the past year. They have con tinned to hold regular and special meetings, as their' rules and circumstances required. They have, as usual, assigned various affairs to appropriate committees. An executive committee attends to business as exigencies arise between the meetings ofthe Board. A legislative committee confers with the committee on education appointed by the legislature. Examiners are chosen to examine candidates for scholarships, at large, and report to the Board for their final decision. The Board examine the testi monials of all applicants for scholarships in the sections, and in connection with the respective local senators, elect the most suit able candidates. The Board divide themselves into committees, as visitors of the four Normal Schools, whose reports are yearly published with the general report. The Board annually elect the secretary and treasurer, appoint agents under the legislative resolve, also appoint teachers of the Normal Schools, authorize changes and improvements in these schools and the school-houses, and regulate the distribution of appropriations made by the legislature f01 the expenses of these schools. The secretary and treasurer have faithfully discharged the duties of their respective offices, the past year, and we refer to their reports for a full account of their transactions.
