If this observation be founded in truth, - as the writer believes it to be, - and it be conceded that the subject herein treated is within the description mentioned, it would appear to be unnecessary to make apology for offering the reader a contribution to the law and literature of citizenship. That citizenship is a great question, in the most liberal meaning of the expression, will not, it is presumed, be denied. It is also a many-sided question.
