Available in PDF, EPUB and Kindle. Book excerpt: This is an intensive study of Indonesian politics from the attainment of full independence in December 1949 to the proclamation of martial law in March 1957, and President Soekarno's subsequent establishment of "guided democracy". It is intended as a contribution to the ongoing discussion of democracy in the new states of Asia and Africa, of the ways in which Western political institutions are transformed when employed in non-Western social settings, and of the obstacles to be overcome if such institutions are to operate in consonance with the authority systems of new nations and with their solution of economic and administrative problems. Now brought back into print as a member of Equinox Publishing's Classic Indonesia series, The Decline of Constitutional Democracy is considered to be the definitive study of Indonesia in the 1950s and will be of great interest to the growing number of social scientists concerned with the pre-industrial nations and in particular with their efforts to use and adapt Western political institutions. This is a solid and scholarly account, but, writing on the basis of much personal observation, Dr. Feith manages to present his material in such a way that readers with no previous background in the subject will be able to follow the book almost as easily as will specialists. HERBERT FEITH (1930-2001) became familiar with Indonesia during 1951-53 and 1954-56 when he was an English Language Assistant with the Ministry of Information of the Republic of Indonesia. A citizen of Australia, he received an M.A. degree from the University of Melbourne in 1955 and a Ph.D. from Cornell University in 1961. He was a Research Fellow in the Department of Pacific History, Australian National University, from 1960 to 1962 and was Chair of Politics at Monash University from 1968 until 1974.

Available in PDF, EPUB and Kindle. Book excerpt: Indonesia's political and governmental structures underwent sweeping reforms in the late 1990s. After decades of authoritarian rule, a key aspect of the transition to constitutional democracy during this period was the amendment of the 1945 Indonesian Constitution - an important legal text governing the world's third largest democracy. The amended Constitution introduced profound changes to the legal and political system, including an emphasis on judicial independence, a bill of rights, and the establishment of a Constitutional Court. This volume, with chapters written by leading experts, explores the ongoing debates over the meaning, implementation, and practice of constitutional democracy in Indonesia. This includes debates over the powers of the legislature, the role of the military, the scope of decentralisation, the protection of rights and permissible limits on rights, the regulation of elections, the watchdog role of accountability agencies, and the leading role of the Constitutional Court. These legal issues are analysed in light of the contemporary social, political, and economic environment that has seen a decline in tolerance, freedom, and respect for minorities. Contributions to this volume review the past two decades of reform in Indonesia and assess the challenges to the future of constitutional democracy amidst the wide-spread consensus on the decline of democracy in Indonesia. Demands for amendments to the Constitution and calls to revert to its initial form would be a reversal of Indonesia's democratic gains.

After the fall of its authoritarian regime in 1998, Indonesia pursued an unusual course of democratization. It was insider-dominated and gradualist and it involved free elections before a lengthy process of constitutional reform. At the end of the process, Indonesia's amended constitution was essentially a new and thoroughly democratic document. By proceeding as they did, the Indonesians averted the conflict that would have arisen between adherents of the old constitution and proponents of radical, immediate reform. Donald L. Horowitz documents the decisions that gave rise to this distinctive constitutional process. He then traces the effects of the new institutions on Indonesian politics and discusses their shortcomings and their achievements in steering Indonesia away from the dangers of polarization and violence. He also examines the Indonesian story in the context of comparative experience with constitutional design and intergroup conflict.

Available in PDF, EPUB and Kindle. Book excerpt: In Politics in Contemporary Indonesia, Ken M.P. Setiawan and Dirk Tomsa analyse the most prominent political ideas, institutions, interests and issues that shape Indonesian politics today. Guided by the overarching question whether Indonesia still deserves its famous label as a ‘model Muslim democracy’, the book argues that the most serious threats to Indonesian democracy emanate from the fading appeal of democracy as a compelling narrative, the increasingly brazen capture of democratic institutions by predatory interests, and the narrowing public space for those who seek to defend the values of democracy. In so doing, the book answers the following key questions: What are the dominant political narratives that underpin Indonesian politics? How has Indonesia’s institutional framework evolved since the onset of democratisation in 1998? How do competing political interests weaken or strengthen Indonesian democracy? How does declining democracy affect Indonesia’s prospects for dealing with its main policy challenges? How does Indonesia compare to other Muslim-majority states and to its regional neighbours? Up-to-date, comprehensive and written in an accessible style, this book will be of interest for both students and scholars of Indonesian politics, Asian Studies, Comparative Politics and International Relations.

Available in PDF, EPUB and Kindle. Book excerpt: This pioneering study of the Indonesian presidency significantly redefines our understanding of Indonesian politics from independence to the present. Angus McIntyre blends political biography with constitutional history to locate Indonesian leaders within both Indonesian cultural frameworks and the global biographical literature on political leaders. The Indonesian Presidency shows how Indonesia's 1945 constitution provided first for the personal rule of presidents Sukarno and Soeharto and then facilitated the shift towards constitutional rule that marked the presidencies of B.J. Habibie, Abdurrahman Wahid, and Megawati Sukarnoputri. This important study elevates the personalities of Sukarno and Soeharto into key explanatory factors for the character of their "Guided Democracy" and "New Order" regimes, respectively. It argues that in 1959 Sukarno began fashioning his system of personal rule, to the detriment of Indonesia's parliamentary democracy. Another constitutional turning point occurred in 1998, when a rudimentary constitutional rule reappeared. The broad shift since 1998 from personal to constitutional rule has its personal counterpoint in the relationship between Megawati and her father, which makes this unique blend of history and biography a powerful tool for understanding the Indonesian presidency. An afterword by the author on the book's website, www.rowmanlittlefield.com/isbn/0742538273, brings readers up to date on Indonesian political developments that have affected the presidency since the book's publication. For an up-to-date afterword by the author, click here; for glossary, click here.
