Book excerpt: International smuggling has exploded, deepening and accelerating the collaboration of transnational organized crime and terrorist groups. Attacks like the Charlie Hebdo and Bataclan shootings in Paris, the kidnappings and murders by Boko Haram in Nigeria, and the San Bernardino shooting were partially funded by seemingly harmless illegal goods such as cheap cigarettes, smuggled oil, prostitution, fake Viagra, fake designer bags, and even bootleg DVDs. But how can this be? In Blood Profits, Vanessa Neumann, an expert on dismantling illicit trade, explains how purchasing illegal goods translates to supporting organized crime and terrorists. Neumann shows how the effects of the collapsed Iron Curtain, USSR scientists and intelligence agents left without work, regional trade pacts, the dissipation of the East-versus-West mentality, and new-age technology have all led to an intricate network of illegal trade. She leads the reader through a variety of cases, both by geography and by industry (selecting industries where illicit trade is generally poorly understood), before extracting lessons learned into some policy recommendations that we can all embrace.

Available in PDF, EPUB and Kindle. Book excerpt: Gangs, often associated with brutality and senseless destructive violence, have not always been viewed as inherently antagonistic. The first studies of gangs depicted them as alternative sources of order in urban slums where the state’s authority was lacking, and they have subsequently been shown to be important elements in some youth life cycles. Despite their proliferation there is little consensus regarding what constitutes a gang. Used to denote phenomena ranging from organized crime syndicates to groups of youths who gather spontaneously on street corners, even the term “gang” is ambiguous. Global Gangs offers a greater understanding of gangs through essays that investigate gangs spanning across nations, from Brazil to Indonesia, China to Kenya, and from El Salvador to Russia. Volume editors Jennifer M. Hazen and Dennis Rodgers bring together contributors who examine gangs from a comparative perspective, discussing such topics as the role the apartheid regime in South Africa played in the emergence of gangs, the politics behind child vigilante squads in India, the relationship between immigration and gangs in France and the United States, and the complex stigmatization of youths in Mexico caused by the arbitrary deployment of the word “gang.” Featuring an afterword by renowned U.S. gang researcher Sudhir Venkatesh, this volume provides a comprehensive look into the experience of gangs across the world and in doing so challenges conventional notions of identity. Book excerpt: In the post-9/11 era, the nexus between organized crime and terrorism has raised much concern and has been widely discussed in both academic and policy circles, but is still largely misunderstood. This critical book contributes innovatively to the debate by distinguishing three types of nexus—interaction, transformation/imitation and similarities—and identifying the promoting factors of each type.

This book was released on 2016-05-05 with total page 346 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is concerned with the international regulation of non-state armed groups. Specifically, it examines the possibility of subjecting armed groups to international human rights law obligations. First addressed is the means by which armed groups may be bound by international law. Of particular interest is the de facto control theory and the possibility that international law may be applied in the absence of direct treaty regulation. Application of this theory is dependent upon an armed group's establishment of an independent existence, as demonstrated by the displacement of state authority. This means that armed groups are treated as a vertical authority, thereby maintaining the established hierarchy of international regulation. At issue therefore is not a radical approach to the regulation of non-state actors, but rather a modification of the traditional means of application in response to the reality of the situation. The attribution of international human rights law obligations to armed groups is then addressed in light of potential ratione personae restrictions. International human rights law treaties are interpreted in light of the contemporary international context, on the basis that an international instrument has to be applied within the framework of the entire legal system prevailing at the time of interpretation. Armed groups' status as vertical authorities facilitates the vertical application of international human rights law in a manner consistent with both the object and purpose of the law and its foundation in human dignity. Finally, if international human rights law is to be applied to armed groups, its application must be effective in practice. A context-dependent division of responsibility between the territorial state and the armed group is proposed. The respect, protect, fulfil framework is adapted to facilitate the application of human rights obligations in a manner consistent with the control exerted by both the state and the armed group. ''Daragh Murray's book analyses the practical and theoretical difficulties associated with the topic of the international human rights obligations of non-state armed groups by considering the latest developments in this field and suggesting ways forward. His proposals are realistic and carefully argued; this book should be essential reading for anyone grappling with this subject.'' Andrew Clapham, Professor of International Law at the Graduate Institute of International and Development Studies.
