We are used to thinking of ourselves as living in a time when more information is more available than ever before. In The Specter of the Archive, Nicholas Popper shows that earlier eras had to grapple with the same problem—how to deal with too much information at their fingertips. He reveals that early modern Britain was a society newly drowning in paper, a light and durable technology whose spread allowed statesmen to record drafts, memoranda, and other ephemera that might otherwise have been lost, and also made it possible for ordinary people to collect political texts. As original paperwork and copies alike flooded the government, information management became the core of politics. Focusing on two of the primary political archives of early modern England, the Tower of London Record Office and the State Paper Office, Popper traces the circulation of their materials through the government and the broader public sphere. In this early media-saturated society, we find the origins of many issues we face today: Who shapes the archive? Can we trust the pictures of the past and the present that it shows us? And, in a more politically urgent vein: Does a huge volume of widely available information (not all of it accurate) risk contributing to polarization and extremism?

As the volume of original paperwork ballooned, the number of copies grew even more: secretaries took down version after version of letters, records, policy proposals, and other documents. As those seeking to advance their careers flooded the government with paper, information management became a core element of politics, and England's history of flexible institutions coalesced into the image of a stable state. Book excerpt: How modern data-driven government originated in the creation and use of administrative archives in the British Empire Over the span of two hundred years, Great Britain established, governed, lost, and reconstructed an empire that embraced three continents and two oceanic worlds. The British ruled this empire by correlating incoming information about the conduct of subjects and aliens in imperial spaces with norms of good governance developed in London. Officials derived these norms by studying the histories of government contained in the official records of both the state and corporations and located in repositories known as archives. As the empire expanded in both the Americas and India, however, this system of political knowledge came to be regarded as inadequate in governing the non-English people who inhabited the lands over which the British asserted sovereignty. This posed a key problem for imperial officials: What kind of knowledge was required to govern an empire populated by a growing number of culturally different people? Using files, pens, and paper, the British defined the information order of the modern state as they debated answers to this question. In tracing the rise and deployment of archives in early modern British imperial rule, Asheesh Kapur Siddique uncovers the origins of our data-driven present.

The archive, in Freudian terms, becomes a space of melancholy precisely as the subject preserves not only a personal history or a culture's history, but also the history of the traumas that necessitates the creation of the archive as such.

Book excerpt: Taking its cue from Jacques Derrida’s concept of le mal d’archive, this study explores the interrelations between the experience of loss, melancholia, archives and their (self-)destructive tendencies, surfacing in different forms of spectrality, in selected poetry of British Romanticism. It argues that the British Romantics were highly influenced by the period’s archival fever – manifesting itself in various historical, material, technological and cultural aspects – and (implicitly) reflected and engaged with these discourses and materialities/medialities in their works. This is scrutinized by focusing on two basal, closely related facets: the subject’s feverish desire to archive and the archive’s (self-)destructive tendencies, which may also surface in an ambivalent, melancholic relishing in the archived object’s presence within its absence. Through this new theoretical perspective, details and coherence previously gone unnoticed shall be laid bare, ultimately contributing to a new and more profound understanding of British Romanticism(s). It will be shown that the various discursive and material manifestations of archives and archival practices not only echo the period’s technological-cultural and historical developments along with its incisive experiencing of loss, but also fundamentally determine Romantic subjectivity and aesthetics.

Lim examines formal state and corporate archives, analyzing restorations of the last nitrate film and a star-studded lesbian classic as well as archiving under the Marcos dictatorship.
