Book excerpt: To study the role of business incubators in the economic growth of India, it is imperative to understand whether or not incubators reduce the mortality of start-ups. Are incubators instrumental in providing an effective platform for accelerating the growth of start-ups? Do the existing incubators meet the expectations of start-ups? Are incubated start-ups able to attract funding from venture capitalists? These are only some of the questions that fall within the scope of this research. In this book, the authors explore the subject in-depth in an attempt to respond to them. For the purpose of this study, primary and secondary research data were used. In the context of American, European and Chinese incubator industries, this data was readily available. However, due to its nascent stage, there was not enough secondary data available in the context of the Indian incubation industry. Therefore, primary research was carried out. Thus, in order to design the research, structured interviews with the founders of start-ups and incubator managers were conducted. The findings of the study reveal that, despite the gaps between the offering of incubators and the expectations of start-ups, there is a positive impact of business incubators on job creation, wealth generation and the creation of intellectual property.

A challenge, then, is to transform the traditional ways of supporting small enterprises and the related programs of international assistance - in order to make them more cost effective for today’s competitive environment. ‘Business Incubation’ is emerging as one of the most innovative instruments to support small enterprise creation and development all over the world. This is relatively a recent innovative system, derived from the earlier SME support programs but with its own distinctive characteristics. The concept of nurturing start-up and early-stage groups at managed workspaces appears straightforward but is complex in structure and execution. Incubators provide local, on the-spot diagnosis and treatment of business problems, dramatically lowering the early stage failure rate. These are essentially the programs designed to accelerate the successful development of entrepreneurial companies through an array of business support resources and services, developed and orchestrated by incubator management and offered both in the incubator and through its network of contacts. In Europe, US and many countries like China, Singapore and Thailand; the concept of incubation has developed significantly. The exceptionally fast growth of business incubators all over the world has baffled even the researchers. Business incubation theories, systems, strategies and techniques are getting transformed every day. In this direction in India, following on the world pattern, several initiatives have been taken over the last decade to encourage the concept of business incubation. A scheme on establishment of ‘Technology Business Incubators’ (TBI’s) in and around academic/R&D institutions was initiated by NSTEDB (National Science and Technology Entrepreneurship Development Board) during 2000-2001. Book excerpt: Business incubators create value by combining the entrepreneurial spirit of start-ups with the resources that are typically available to new businesses. It is widely recognized that knowledge-based entrepreneurial companies are the main creators of economic growth, and such enterprises require special business development services. Therefore, the study aims to examine the role of business incubators in providing greater services (networking services, capital support, and training programs) in entrepreneurship development. Secondly, it also examines the mediating and moderating role of business start-up and government regulations for entrepreneurship. Using a quantitative methodology, we examine 567 samples through structural equation modeling. We find that the business incubators are playing an effective mediating role in providing networking services, capital support, and training programs to individuals and entrepreneurs, which are significant for entrepreneurship development, whereas business start-up positively mediates the relationship between networking services, capital support, training programs, and entrepreneurship development. Government regulations for entrepreneurship have a direct effect on entrepreneurship development. More importantly, government regulations for entrepreneurship have a positive moderating effect between business start-up and entrepreneurship development. Our study identifies the critical resources needed to improve the quality of business incubators and to ensure the availability of such resources to improve entrepreneurship development.
