Book excerpt: The rapid rate of technology change combined with increasing uncertainty in the global security environment challenges the ability of DOD to make accurate long-term predictions about future military product needs. To improve the efficacy of capability development, many DOD agencies and the Defense Industrial Base are exploring NPD strategies based on the insights of lead users with direct exposure to emerging military-technology problems. This paper details emerging approaches to military NPD that incorporate lead users; that is, practitioners who experience and proactively solve needs ahead of the market.

Book excerpt: "Global Trends 2025: A Transformed World" is the fourth unclassified report prepared by the National Intelligence Council (NIC) in recent years that takes a long-term view of the future. It offers a fresh look at how key global trends might develop over the next 15 years to influence world events. Our report is not meant to be an exercise in prediction or crystal ball-gazing. Mindful that there are many possible "futures," we offer a range of possibilities and potential discontinuities, as a way of opening our minds to developments we might otherwise miss. The main section lays out the key trends, explores their implications, and offers up three scenarios to help readers imagine how different choices and developments could play out in very different ways over the next several decades. Two annexes lay out more detail. The first lays out five-year forecasts for each region of the world. The second provides more context on the key global trends in train.

Book excerpt: Perceptions that the pace of new-drug development has slowed and that the pharmaceutical industry is highly profitable have sparked concerns that significant problems loom for future drug development. This Congressional Budget Office (CBO) study-prepared at the request of the Senate Majority Leader-reviews basic facts about the drug industry's recent spending on research and development (R&D) and its output of new drugs. The study also examines issues relating to the costs of R&D, the federal government's role in pharmaceutical research, the performance of the pharmaceutical industry in developing innovative drugs, and the role of expected profits in private firms' decisions about investing in drug R&D. In keeping with CBO's mandate to provide objective, impartial analysis, the study makes no recommendations. David H. Austin prepared this report under the supervision of Joseph Kile and David Moore. Book excerpt: Most startups fail. But many of those failures are preventable. The Lean Startup is a new approach being adopted across the globe, changing the way companies are built and new products are launched. Eric Ries defines a startup as an organization dedicated to creating something new under conditions of extreme uncertainty. This is just as true for one person in a garage or a group of seasoned professionals in a Fortune 500 boardroom. What they have in common is a mission to penetrate that fog of uncertainty to discover a successful path to a sustainable business. The Lean Startup approach fosters companies that are both more capital efficient and that leverage human creativity more effectively. Inspired by lessons from lean manufacturing, it relies on “validated learning,” rapid scientific experimentation, as well as a number of counter-intuitive practices that shorten product development cycles, measure actual progress without resorting to vanity metrics, and learn what customers really want. It enables a company to shift directions with agility, altering plans inch by inch, minute by minute. Rather than wasting time creating elaborate business plans, The Lean Startup offers entrepreneurs—in companies of all sizes—a way to test their vision continuously, to adapt and adjust before it’s too late. Ries provides a scientific approach to creating and managing successful startups in a age when companies need to innovate more than ever.

Available in PDF, EPUB and Kindle. Book excerpt: Through a survey of more than 500 military elites attending the United States Military Academy and National Defense University, this project seeks to establish the nature and extent of political expression by members of the military throughout social media and whether or not such expression is in keeping with the norm of nonpartisanship. Findings suggest that while most military elites continue to identify as conservative and Republican, fewer appear to do so today than at any other time over the past 30 years. Second, military elites actively use social media networking sites, although younger elites are more prolific in their use. Third, while respondents' nonmilitary friends were more politically active than their military friends, both active duty and retired military actively participate in multiple forms of political and partisan expression, from posting comments on political issues to "friending" political figures. This study concludes by considering the implications these findings carry for the norms of an apolitical, nonpartisan military "Technology and social media make it seductively easy for us to broadcast our private opinions far beyond the confines of our homes. The lines between the professional, personal--and virtual--are blurring. Now more than ever, we have to be exceptionally thoughtful about what we say and how we say it." -- General Martin E.
