What mechanisms exist within Malian society and its social capital that might build a sustainable peace economy? How can women mobilize family networks to promote peace and to create employment? Will their efforts avert another round of civil war in 2025 or 2030? Mali suffers from two related crises, and the 2015 peace negotiations with Tuareg and Arab armed movements address the lesser of the two. In fact the crisis in North Mali has been largely provoked by the failure of the State, by a combination of dire poverty, galloping demography, bad governance and questionable legitimacy in a Nation State that has been corrupted by military rule for most of its short existence. The core crisis is in Bamako, the capital city.This book highlights major international themes such as democratic governance, decentralization and political legitimacy; "terrorism" and Islamic fundamentalism; and great power resource-rivalry over oil, gas and uranium lying under the Sahara Desert. Mali is a victim of corporate desires for mineral extraction, but also of cocaine trafficking from South America and a struggle for the leadership of Sunni Islam, all of which have helped undermine Mali's fragile, secular institutions. The Tuareg revolt of the 1990s and the arrival of Malian democracy have been described in detail, but no one has yet told the full story of Mali in the early 21st century-explaining why democracy collapsed, where the Arab jihadists came from, and why France went to war against Al Qaida in the Sahel and in the Islamic Maghreb-a security zone that Europeans neglect at their peril.Our story should have ended optimistically after the election of Mr. Ibrahim Boubacar Keita as Mali's new President, sworn in on September 4th 2013-and the impending trial of the Malian coup leader for the murder of rival soldiers, a plot line filled with mass graves and questions about American and British and French complicity with Algeria and Al Qaida. In many of the peripheries, particularly those with intensive large-scale insurgencies, there is extensive international military alliance. The Bush doctrine to 'fight them over there, so we don't have to fight them over here' certainly looks to be alive and well in places like Somalia, the Philippines and Niger amongst many others. Crucially we must ask - is such reasoning sound – is the threat global and if so in what way? Furthermore - is action in the peripheries under the guise of combating the global jihad overlooking the local issues and threatening to make a wider threat where it was otherwise contained? Diagnosing nations or regions as 'breeding grounds' or 'sanctuaries' of global jihad carries the spectre of having to chose sides in a battle of civilisations, which looms over a number of developing nations reliant on good western relations.

Analyzing India during the first two decades following its foundation as a sovereign nation-state in 1947, Srirupa Roy explores how nationalists are turned into nationals, subjects into citizens, and the colonial state into a sovereign nation-state. Roy argues that the postcolonial nation-state is consolidated not, as many have asserted, by efforts to imagine a shared cultural community, but rather by the production of a recognizable and authoritative identity for the state. This project—of making the state the entity identified as the nation’s authoritative representative—emphasizes the natural cultural diversity of the nation and upholds the state as the sole unifier or manager of the “naturally” fragmented nation; the state is unified through diversity. Roy considers several different ways that identification with the Indian nation-state was produced and consolidated during the 1950s and 1960s. She looks at how the Films Division of India, a state-owned documentary and newsreel production agency, allowed national audiences to “see the state”; how the “unity in diversity” formation of nationhood was reinforced in commemorations of India’s annual Republic Day; and how the government produced a policy discourse claiming that scientific development was the ultimate national need and the most pressing priority for the state to address. She also analyzes the fate of the steel towns—industrial townships built to house the workers of nationalized steel plants—which were upheld as the exemplary national spaces of the new India. By prioritizing the role of actual manifestations of and encounters with the state, Roy moves beyond theories of nationalism and state formation based on collective belief.

Nonetheless, underneath all of this verbiage is a strong and convincing argument about the three stages of nationalism in India: the moment of departure (epitomized by Bankimchandra Chatttopadhyay), the moment of manoeuvre (Gandhi) and the moment of arrival (Nehru). Chatterjee clearly shows how nationalism in India was akin to Gramsci's concept of the 'passive revolution' - i.e. merely a drive towards independence, not towards transforming or breaking up colonial instutions. He argues that, instead of supporting nationalism, we should instead challenge the marriage between reason and capital. From the title of this book one might expect Chatterjee to draw links to other anti-colonial nationalisms but he doesn't; rather he only discusses India (not even other parts of South Asia). While this approach doesn't really make this book too useful for examining anti-colonial nationalisms in general, for someone like me who has never read a book on Indian nationalism this is a good introduction." -- from Amazon.ca.
