Stephens, and Howell Cobb In the period of agitation over Southern grievances, South Carolina was the convinced and headlong member of the group of Southern States while Georgia maintained a distinctly deliberative attitude. It was chiefly the action of Georgia which determined on the one hand that there should be no resort to secession in 1849- 1850 under the provocation of the Wilmot Proviso, and on the other hand that the South as a unit should strike for independence in 1860-61 in an endeavor to escape the menace of control by the Republican party. The dearth of contemporary documents exhibiting the problems, views, and purposes of the leaders of southern public opinion in the time of the secession movement has long been regretted by students. The publication by the American Historical Association of Dr. J. F. Jameson's Calhoun correspondence twelve years ago illuminated southern politics, particularly in South Carolina. The present volume, while chiefly relating to Georgia, supplements and continues the general theme of the Calhoun papers. The collection now printed embraces the correspondence of Robert Toombs, Alexander H. Stephens, and Howell Cobb, partly because they were the most prominent public men of Georgia in the fifties, and partly because their correspondence has reached the editor's hands more abundantly than that of any of their contemporaries. The careers of Toombs and Stephens were so intertwined that they are inseparable by the historian. Bosom friends from early manhood to ripe old age, their policies were almost identical upon virtually every question except that of the expediency of secession after the election of Lincoln. The only general divergence in their points of view was that while Stephens was always dominated by a scrupulous regard for constitutionality, Toombs had little concern in technicalities of any sort, but devoted his scrutiny to the general soundness of public law and finance and to the integrity of representatives. In spite of their agreement in policies, therefore, the speeches and writings of the one reiterate less often than they supplement those of the other. Howell Cobb was usually not an intimate colleague of these two. He entered public life as a Democrat while Toombs and Stephens were Whigs. The three joined forces to procure the enactment and popular endorsement of the Compromise of 1850; but after Cobbs election as governor of Georgia in 1851 the coalition fell apart.
