In sum, they give rise to a new nationalistic narrative, one that paints the Vietnam Communist Party as being often too meek and subservient to China, and calls for drastic reforms to the political system--regime change not excluded--to deal with Chinese threats. An examination of prominent cases of online Vietnamese nationalism shows that anti-China sentiments have been a recurrent theme and a consistent trigger. The online nationalistic movements have been mostly instigated by popular figures, with state actors playing a facilitating role in stoking and harnessing them for their own ends. Manifestations of online nationalism, especially those centred on anti-China and sovereignty issues, may hold serious consequences, including violence and deadly riots. In some instances, online nationalistic campaigns both galvanize and dissipate relatively quickly once state and popular actors have somehow managed to achieve their aims. The growing salience of online Vietnamese nationalism has posed serious challenges and dilemmas for the regime. The authorities have had to encourage nationalistic patriotism without letting Sinophobia spiral out of control or turn against the regime.

As a country that became known and is still remembered as one of the last remnants of Communist revolutions, Vietnam has managed to lift itself from one of the poorest war-torn post-colonies to one of the fastest growing market economies in Southeast Asia. Yet, while holding on to the legacy of a communist-led liberation movement, the present-day Communist Party of Vietnam (CPV) finds itself subject to political challenges from below. In recent years, dissident voices critical of the party-state's malgovernance over social, economic and environmental issues have mushroomed across classes, generations and provinces. Based on extensive ethnographic data, this book explores distinct political practices and political ideas of Vietnam's dissidents. It examines different anti-capitalist and anti-authoritarian practices of democracy, labour, peasant and religious activists and reveals that anti-capitalist and anti-authoritarian practices are—at times—motivated by nationalist, anti-communist and statist ideas and ideologies. Understanding this dissonance between political practices and political ideas within the context of global capitalism and coloniality lies at the heart of this book.

Book excerpt: Hashtag campaigns on social media enable users to express their sentiments on various issues and mobilize people to be part of a movement or cause; they have been used effectively by disenfranchised members of society against powerful elites. While some are of the opinion that online campaigns are ineffective due to “slacktivism”, such campaigns can spill over to offline protests, especially if there are strong emotions such as anger, or a sense of injustice, or social deprivation, spurring people on. The earlier hashtag campaigns in Malaysia—#AntaraDuaDarjat (#BetweenTwoStatus) and #DengkiKe (#AreYouJealous)—were expressions of unhappiness over perceived double standards in the enforcement of COVID-19 public safety protocols. Later hashtag campaigns such as #KerajaanGagal (#FailedGovernment), #KerajaanZalim (#CruelGovernment), and #KerajaanPembunuh (#MurdererGovernment) became increasingly negative as public disenchantment grew due to the government’s weak handling of the pandemic and the consequent economic fallout. Public frustration that manifested itself in the #BenderaHitam (#BlackFlag) and #Lawan (#Protest) movements soon transitioned into offline campaigns and protests against the government. Apart from political hashtag campaigns, there were also welfare movements such as #KitaJagaKita (#WeTakeCareOfOurselves), #BenderaPutih (#WhiteFlag), and #RakyatJagaRakyat (#CitizensTakeCareOfCitizens), which enabled Malaysians to help the less fortunate affected financially by the COVID-19 lockdowns, by rendering food aid and other assistance. A key conclusion of this study is that online hashtag campaigns have served as an early warning of trending public sentiment. They also have the potential to hype up emotions online and subsequently galvanize support for offline campaigns and protests. As #Lawan and #BenderaHitam showed, these can have direct political outcomes.

The component parties of the ruling coalition suffered huge losses, while the opposition was victorious in several states. Many media scholars and political pundits, including politicians, pointed to the online platform as a democratic tool that had increased support for the opposition. In the 2013 election the ruling party turned its spotlight on new media to try to regain voter support. In order to obtain a better understanding of the much-touted democratizing effects of the online media, this book employs an alternative lens to examine the use of new media at the intersection of social and political realities. It explores the ways individual political bloggers, Facebookers and Twitterers used cyberspace to battle for voter support in the 2008 and 2013 national elections. It examines the cultural practices and the social and political affiliation and aims of individual actors, as well as the social ties that subsequently emerged from the use of the online media. This research employs a political economy approach to the media, Habermas's notion of the public sphere, and the social determinism perspective in order to understand the extent to which online media can enrich political life and bring about new ways of campaigning.

Until recently, border studies in contemporary Southeast Asia appeared as an afterthought at best to the politics of interstate rivalry and national consolidation. The maps set out all agreed postcolonial lines. Meanwhile, the physical demarcation of these boundaries lagged. Large slices of territory, on land and at sea, eluded definition or delineation. That comforting ambiguity has disappeared. Both evolving technologies and price levels enable rapid resource extraction in places, and in volumes, once scarcely imaginable. The beginning of the 21st century's second decade is witnessing an intensifying diplomacy, both state-to-state and commercial, over offshore petroleum. In particular, the South China Sea has moved from being a rather arcane area of conflict studies to the status of a bellwether issue. Along with other contested areas in the western Pacific and south Asia, the problem increasingly defines China's regional relationships in Asia, and with powers outside the region, especially the United States. Yet intraregional territorial differences also hobble multilateral diplomacy to counter Chinese claims, and daily management of borders remains burdened by a lot of retrospective baggage. The contributors to this book emphasize this mix of heritage and history as the primary leitmotif for contemporary border rivalries and dynamics. Book excerpt: In East Asia, the United States is often acknowledged as a key determinant of stability given its military presence and role as a security guarantor. In the post-Cold War period, regional uncertainties about the potential dangers attending a rising China have led some analysts to conclude that almost all Southeast Asian states now see the United States as the critical balancing force. In contrast, based on case studies of Thailand, Singapore, and Vietnam, this study argues that key states in the region do not perceive themselves as having the stark choices of either balancing against or bandwagoning with China. Instead, they pursue hedging strategies that comprise three elements: indirect balancing, which mainly involves persuading the United States to act as counterweight to Chinese regional influence; complex engagement of China at the political, economic, and strategic levels, with the hope that Chinese leaders may be socialized into conduct that abides by international norms; and a more general policy of enmeshing a number of regional great powers in order to give them a stake in a stable regional order. The study also investigates each state?s perceptions of the American role in regional security and discusses how they operationalize their hedging policies against a potential U.S. drawdown in the region, as well as the different degrees to which they use their relationships with the United States as a hedge against potential Chinese domination. Finally, it discusses these states? expectations of what the United States should do to help in their hedging strategies toward China, suggesting a range of policies that span the military as well as political, diplomatic, and economic realms.
