It commemorates the services of those men who exercised supreme executive power in the American Colonies, and who laid in them the foundations of stable government and of that respect for civil law and authority which made the maintenance of their future independence possible. The Order recognizes as Colonial Governors all persons invested with supreme executive authority in the government of colonies comprised within the territory of the thirteen Colonial States, under whatever title that authority was exercised, and whether derived from the Crown by appointment, from the people by election, from another Governor or from a chartered company by commission. The Order admits among Colonial Governors those persons who, by election or by appointment of the Crown, held the offices of Deputy-Governor, Lieutenant-Governor, Vice-Director-General or Vice-President in the Colonial States, and also those persons who, in the absence of the Chief Magistrate, were temporarily invested with supreme governing authority, irrespective of length of service.
