Book excerpt: Between 2009 and 2014, an anti-homosexuality law circulating in the Ugandan parliament came to be the focus of a global conversation about queer rights. The law attracted attention for the draconian nature of its provisions and for the involvement of US evangelical Christian activists who were said to have lobbied for its passage. Focusing on the Ugandan case, this book seeks to understand the encounters and entanglements across geopolitical divides that produce and contest contemporary queerphobias. It investigates the impact and memory of the colonial encounter on the politics of sexuality, the politics of religiosity of different Christian denominations, and the political economy of contemporary homophobic moral panics. In addition, Out of Time places the Ugandan experience in conversation with contemporaneous developments in India and Britain--three locations that are yoked together by the experience of British imperialism and its afterlives. Intervening in a queer theoretical literature on temporality, Rahul Rao argues that time and space matter differently in the queer politics of postcolonial countries. By employing an intersectional analysis and drawing on a range of sources, Rao offers an original interpretation of why queerness mutates to become a metonym for categories such as nationality, religiosity, race, class, and caste. The book argues that these mutations reveal the deep grammars forged in the violence that founds and reproduces the social institutions in which queer difference struggles to make space for itself.

Lesbian, Gay, Bisexual, Transgender, and Intersex rights are heavily contested across the globe, with over 70 countries criminalizing same-sex relations and at least 10 imposing the death penalty. The book details how the EU, based on different member state positions, attempts to jointly formulate and implement guidelines for the external promotion of LGBTI rights. It also problematizes the various normative and policy-based Eurocentric prescriptions to further these rights. Drawing on an international political sociology framework infused with queer theoretical thought, the author investigates the apparent normative tensions emerging from Europe’s promotion of LGBTI rights as liberal human rights and the ensuing pushback by culturally and politically conservative states. He examines the compatibility of EU institutional and member states’ conceptions of LGBTI rights and the more general question of the EU’s normative agenda-setting power on the world stage. He then explores the external policy areas in which LGBTI rights promotion is formulated and diffused – namely in development and foreign aid, in enlargement and neighbourhood policies, and in other international organizations. In conclusion, the author suggests viewing the contention surrounding LGBTI rights within broader governance contexts, and thus reimagining rights promotion in a more holistic manner. How, this book asks, is that mission translated into practice? What do transnational LGBT human rights advocates do on a day-to-day basis and for whom? Understanding LGBT human rights claims is impossible, Ryan R. Thoreson contends, without knowing the answers to these questions. In Transnational LGBT Activism, Thoreson argues that the idea of LGBT human rights is not predetermined but instead is defined by international activists who establish what and who qualifies for protection. He shows how IGLHRC formed and evolved, who is engaged in this work, how they conceptualize LGBT human rights, and how they have institutionalized their views at the United Nations and elsewhere.
