It does so by mapping and exploring in-depth three key dimensions: the governmental arena, the party system and citizens’ political attitudes. The five chapters in this edited volume show that a number of factors combine to make Portugal not only a very stimulating case study, but also an exception within the South European panorama: the stability of its party system, and that of the mainstream parties’ electoral support in particular; the quick recovery of political attitudes after the end of the bailout period (2011-2014); the absence of competitive populist challengers until 2019, despite high levels of populist attitudes amongst the citizenry; the successful and stable union between anti-austerity parties supporting the socialist government (dubbed the ‘Contraption’) and its adoption of an ‘austerity by stealth’ model. This book shows that it is possible to combine critical junctures and political stability, responsiveness and responsibility, through the study of one of the most intriguing cases in Southern Europe in the last decades. Portugal joined the European Union (EU) in 1986, but the enduring legacies of the country’s transition process from authoritarianism to democracy became apparent during the European sovereign debt crisis, when Portugal experienced its third bailout since the institutionalization of democratic government. Although the first decade after EU accession was one of slight growth and investment, Portugal’s economy has, in effect, been performing poorly since the beginning of the 21st century. Among the major changes in Portuga - as in much of Southern Europe - as a result of the ‘great recession’, was the emergence of important new actors, including populist parties, new social movements and the polarization of attitudes toward the EU. In some of these areas, the phrase ‘with the exception of Portugal’ was always present. This book explores the factors that might explain why this is no longer the case, presenting a global overview, with an interdisciplinary focus, of the processes of economic, social and political changes in Portuguese democracy since the 2008 economic crisis. Surprisingly, most of the analyses that study these developments give little attention to the role of political parties in the decline of democracy although there is a broad consensus about the relevance of political parties for the functioning of democracy. How parties can contribute to democracy is best understood by looking at a very diverse range of cases in different parts of the world. Instead of taking a regional approach which dominates the literature on political parties, this volume takes a global perspective. It brings together experts from four continents, which opens up fresh comparative perspectives on the role of political parties in the democratic process. Political Parties and the Crisis of Democracy asks how parties contribute to the consolidation of democracy, why they fail today, why new parties emerge and displace old parties, and also what parties need to do in order to survive cutthroat competition, above all with a new (and sometimes not so new) variants of populist parties. It takes a unique global focus, covering old and new democracies in different regions of the world. Spain is a country that provides a rich context for the exploration of identity-based polarisation.
