Investigating thirty countries in Western and Central-Eastern Europe over 150 years of electoral history, the author shows the existence of common alignments and parallel waves of electoral change across the continent. Europeanization appears through an array of indicators including cross-country deviation measures, uniform swings of votes, the correspondence between national arenas and European Parliament, as well as in the ideological convergence among parties of the same families. Based on a painstaking analysis of a large wealth of data, the study identifies the supra-national, domestic and diffusion factors at the origin of Europeanization. Building on previous work on the nationalization of politics, this new study makes the case for Europeanization in historical and electoral perspective, and points to the role of left-right in structuring the European party system along ideological rather than territorial lines. In the classical tradition of electoral and party literature, this book sheds a new light on Europe's democracy.

This book examines this impact through an in-depth analysis of the Europeanization of party politics in the Republic of Ireland and Northern Ireland. First, it presents original research on cross-cutting issues that have featured in political debates about European integration, including referendum campaigns on EU treaties, Irish neutrality and party policy positions on the EU. Secondly, it is the first book of its kind to examine in detail how each of the main parties on the island of Ireland has adapted to EU membership. In doing so it both tests the thesis of ‘Europeanization’ and deepens understanding of the impact that EU membership can have on national and sub-national party politics. What this study reveals is that, while Europeanization is clearly evident in all parties in Ireland, including those most critical of European integration, its influence has been strictly curtailed. We argue that the effects of Europeanization in Irish party politics have been limited by enduring resistance to – and conditions placed upon – EU influence in particular policy areas, the importance of pragmatism and (sub-)national priorities in shaping parties’ approaches to European integration and the fact that engagement with the EU continues to be a predominantly elite-led process. This book was published as a special issue of Irish Political Studies.

Book excerpt: The Europeanization of the World puts forward a defense of Western civilization and the unique gifts it has bequeathed to the world-in particular, human rights and constitutional democracy-at a time when many around the globe equate the West with hubris and thinly veiled imperialism. John Headley argues that the Renaissance and the Reformation provided the effective currents for the development of two distinctive political ideas. The first is the idea of a common humanity, derived from antiquity, developed through natural law, and worked out in the new emerging global context to provide the basis for today's concept of universal human rights. The second is the idea of political dissent, first posited in the course of the Protestant Reformation and later maturing in the politics of the British monarchy. Headley traces the development and implications of this first idea from antiquity to the present. He examines the English revolution of 1688 and party government in Britain and America into the early nineteenth century. And he challenges the now--common stance in historical studies of moral posturing against the West.
