The aftermath of the eurozone crisis, the challenges posed by increasing migration and the Brexit negotiations are just some of the recent challenges that have threatened the future of the Union. It is against this background that this volume brings together contributions by a variety of scholars from different academic disciplines. Focusing on the role of the Commission within the institutional system of the EU, its internal structures and processes as well as its policymaking and implementation activities, this book addresses some of the most pressing empirical and theoretical questions that have surrounded the Commission in recent years. While the last decade has intensified the challenges faced by this institution, this book's main contention is that the Commission's central position has partly endured as a result of deliberate decisions made by the EU's member states, and partly through the Commission's own activism.

Book excerpt: The Russia-Europe relationship is deteriorating, signaling the darkest era yet in security on the continent since the end of the Cold War. In addition, the growing influence of the Trump administration has destabilized the transatlantic security community, compelling Europe—especially the European Union—to rethink its relations with Russia. The volume editors’ primary goal is to illuminate the nature of the deteriorating security relationship between Europe and Russia, and the key implications for its future. While the book is timely, the editors and contributors also draw out long-term lessons from this era of diplomatic degeneration to show how increasing cooperation between two regions can devolve into rapidly escalating conflict. While it is possible that the relationship between Russia and Europe can ultimately be restored, it is also necessary to understand why it was undermined in the first place. The fact that these transformations occur under the backdrop of an uncertain transatlantic relationship makes this investigation all the more pressing. Each chapter in this volume addresses three dimensions of the problem: first, how and why the power status quo that had existed since the end of the Cold War has changed in recent years, as evidenced by Russia’s newly aggressive posturing; second, the extent to which the EU’s power has been enabled or constrained in light of Russia’s actions; and third, the risks entailed in Europe’s reactive power—that is, the tendency to act after-the-fact instead of proactively toward Russia—in light of the transatlantic divide under Trump.

Book excerpt: This open access book explores the most recent trends in the EU in terms of development, progress, and performance. Ten years after the 2008 economic crisis, and amidst a digital revolution that is intensifying the development race, the European Union, and especially Central and Eastern Europe, are ardently searching for their development priorities. Against this background, by relying on a cross-national perspective, the authors reflect upon the developmental challenges of the moment, such as sustainable development, reducing inequality, ensuring social cohesion, and driving the digital revolution. They particularly focus on the relation between the less-developed Eastern part of the EU and its more developed Western counterpart, and discuss the consequences of this development gap in detail. Lastly, the book presents a range of case studies from different areas of governance, such as economy and commerce, health services, education, migration and public opinion in order to investigate the trends most likely to impact the European Union's medium and long-term development.

Available in PDF, EPUB and Kindle. Book excerpt: What are the conditions for political development and decay, and the likelihood of sustained political order? What are the limits of established rule as we know it? How much stress can systems tackle before they reach some kind of limit? How do governments tackle enduring ambiguity and uncertainty in their systems and environments? These are some of the big questions of our time. Governance in turbulent times may serve as a stress-test of well-known ways of governing in the 21st century. Governance in Turbulent Times discusses this pertinent challenge and suggests how governments and organizations cope with and live with turbulence. The book explores how organizations and institutions respond to precipitous, conflicting, and novel-in short, turbulent-governance challenges. This book is a comprehensive and ground-breaking endeavor to understand how governance systems respond to turbulent challenges, and how turbulent times provide excellent opportunities to investigate the sustainability of governance systems. The book illustrates how politics, administrative scale and complexity, uncertainty, and time constraints can collide to produce turbulence. Building on prior work in organization theory and political science, we argue that turbulence refers to four properties related to the interaction of demands for action: variability, consistency, expectation, and unpredictability. Turbulence occurs where the interaction of demands is experienced as highly variable, inconsistent, unexpected, and/or unpredictable.

However, significant events, incidents, and demands, from democratic backsliding in the EU to the Covid-19 pandemic, are causing the ground to shift underfoot. These events go beyond ordinary changes or even individual crises, cumulatively fuelling a "new normal" of turbulence for the EU, encompassing rapid, unpredictable changes. This turbulence can help and hinder policy design and implementation, requiring policy actors to think outside the box and beyond the status quo. This article investigates how the European Commission and other key actors can engage effectively with turbulence to ensure the successful delivery and implementation of the EGD. The first half of the article strengthens and adapts turbulent governance literature (Ansell & Trondal, 2018). It delineates how turbulence differs from crisis; expands the forms of turbulence to include horizontal scalar and policy turbulence, as well as its transversal attribute

Book excerpt: Prominent among the leading issues confronting the European community over the past decade is the migration challenge, which has sparked profound political disputes between and within the countries of the European Union. The waves of migrants have reignited xenophobic, racist, and anti-Semitic sentiments with new fervor, and led to the strengthening of nationalist and populist right movements. These trends have been aggravated as a result of terrorist action motivated by radical Islam. Changes in the international arena are also challenging the European community. The readiness of Russia to use military force has given new life to the threat of the Cold War. An increasingly powerful China is utilizing trade agreements to drive a wedge between European countries. Relations between Turkey and the EU are noticeably strained, not unlike the suspicious relations between the European community and the Sunni Gulf states. These issues are particularly salient against the background of the growing estrangement of the United States, under President Trump, from the EU. Despite progress in economic relations between Europe and Israel, the EU continues to adhere to its staunch criticism of Israel with respect to the Israeli-Palestinian conflict. This near-automatic political orientation makes it difficult for Israel to regard the EU as an unbiased mediator, especially in view of the activity of the delegitimization movement against Israel and the awakening of anti-Semitism against European Jews. The European Union in Turbulent Times : Challenges, Trends, and Significance for Israel maps, reviews, and analyzes the urgent issues on the European agenda. The essays in this collection review the political, social, and economic consequences of these Issues and assess their significance, both for Europe and for Israel.

Book excerpt: Abstract: In December 2019, the European Commission published the European Green Deal (EGD), an overarching policy framework to achieve climate neutrality in Europe by 2050. This thematic issue aims to understand the origins, form, development, and scope of the EGD and its policy areas. It uses the concept of turbulence to explore and assess the emergence of the EGD and the policy and governance choices associated with it. Focusing on different levels of governance, different policy domains, and different stages of policymaking, each contribution raises pertinent questions about the necessity of identifying sources of turbulence and of understanding how to govern with such turbulence, rather than against it. Overall, the articles in this issue demonstrate that, while specifying contextual factors, researching the sources of and responses to turbulence provides useful insights into the development, direction, and potential durability or advancement of EU climate governance
