Available in PDF, EPUB and Kindle. Book excerpt: This book comparatively examines the preferences of four key arms-producing states towards European joint armaments programmes. The European defence market is characterised by a mixture of inter-state competition and European cooperation, and this work assesses why countries sometimes decide to cooperate with their partners, while in other instances they refrain from doing so. In order to shed light on this empirical puzzle, the book focuses on state-defence industry relations in the four major European arms producers: France, Germany, Italy and the UK. The main argument is that the public or private governance of industrial suppliers and market size are the two decisive variables that explain the simultaneous presence of cooperation and competition in European defence procurement. Specifically, it argues that in public governance ecosystems, arms industries are able to "capture" the state's decision-making processes to their own advantage. In private governance ecosystems, the state is relatively autonomous from defence industry's influence and able to pursue larger macro-economic and military benefits. Moreover, the strategy pursued by governments and defence firms is decisively shaped by market size because of its importance in determining the relative costs and benefits of collaborative arrangements. This book will be of much interest to students of EU policy, defence studies, European politics and International Relations.

Available in PDF, EPUB and Kindle. Book excerpt: The development of a European defense policy need not wait for the formation of a European Union. As the activities of organizations such as NATO and the European Communities become increasingly interrelated, military-economic endeavors such as arms procurement lay the foundation for a European defense policy. Different economic, political, and military factors determine which countries are most important in the formation of a defense policy and which nations would only play a minor role. The US could take several actions which would aid in the formation of a European defense policy. The concept of a defense policy evolving from economic and military cooperation is acceptable under neo-functionalist integration theory. While there are numerous plans for how this policy might develop, the key to the entire issue is in the European Council of the European Communities Heads of State. Any progress made toward a European defense policy through arms procurement cooperation will almost certainly begin with the Council. (Author).

Book excerpt: Buying Defence and Security in Europe is the first critical evaluation of the EU Defence and Security Procurement Directive 2009/81/EC, which is now the basis for public and private entities buying armaments and sensitive goods and services in the EU. This instrument aims to ensure non-discrimination, competition and transparency in the security sectors. Part one provides a critical analysis of the economical, historical, political, military-strategic and legal contexts of the new EU Defence and Security Procurement Directive. Part two covers the main aspects of the Directive: its scope, procedures, security of supply and information, offsets and subcontracting, and finally its review and remedies system. This book is an essential overview of a legislative milestone in the field.

Available in PDF, EPUB and Kindle. Book excerpt: This volume provides a comprehensive understanding of the European Defence Agency (EDA), the leading EU armaments policy institution. Despite its critical role in European strategic and military affairs as the key hub of European policy-making in the field of armaments, the Agency has hitherto received very little attention by the academic and research community around Europe. To fill this gap in the literature, the book covers a multitude of inter-related themes and topics. Not only does it provide a detailed analysis and assessment of the Agency’s record as the first institution dealing solely with EU armaments policy, but it also links these findings to international relations and European integration theory. Thematically, the contributions go beyond the mere description of achievements, gaps and risks, elaborating on novel themes such as space, offsets, pooling and sharing, and transatlantic armaments relations. The book combines an interdisciplinary approach to the study of European defence with theoretical and ontological pluralism, and seeks to unveil the strategic, industrial, institutional and ideational sources of armaments collaboration and capability development under the aegis of the EDA. The multi-faceted orientation of the book will be of much interest to students of European security, EU institutions, defence studies, arms control and international relations in general.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1992. The changing strategic environment of the 1990s has been characterised by events such as the Middle-East conflagration and super-power disarmament which represent the two opposing ends of the present security spectrum. The framing of appropriate defence policies now depends on increased NATO industrial defence restructuring and cooperation, especially within Europe. This book identifies, explains and analyses the key issues involved in Europe's defence-industrial reorganisation progress. It tackles head-on controversial issues such as: divergences between practice and policy in NATO US-European positions; the high costs of collaborative ventures; competition vs concentration and the complexities of adopting an European defence consensus within NATO. At a time when the diminution of NATO's defence-industrial base goes hand-in-hand with product reorientation and specialization, this book provides concise, critical and contemporary assessment of European and NA TO collaborative issues.
