Book excerpt: Excerpt from The Empire Review and Journal of British Trade, 1920, Vol. 34 We should also like to see the provisions against dumping in operation in Canada and other of our overseas Dominions substituted for those in the Bill. The collection Of differences between Foreign Value and Import Price, and Foreign Value and Price on First Sale, must entail confusion and delay, and it would Simplify things to apply to dumped goods generally a tarifi scale calculated on such a basis as would cover all possible cases of dumping. Again, the best criterion for deciding whether dumping is taking place ortnot, is the actual price at which the goods are being 'sold in the country of origin. Then the list of key industries in Part 3 can scarcely fail to occasion dissatisfaction. Many budding and promising industries, which do not appear in the list, are certain to be subjected to the fiercest competition, and every Opportunity ought to be given manu facturers to prove that their industries come within the scope Of the Bill. Lastly, the feeling of the business community is anta 4gonistic to trade by licence; of this method Of carrying on commercial transactions it had long and bitter experience during the war. Still with all its drawbacks the Bill has an excellent foundation, and if the objectors are many there is no doubt that with careful revision it can be made a workable and beneficial measure. Book excerpt: Excerpt from The Empire Review and Journal of British Trade, Vol. 32: February, 1918 For the second time in the Space of a little more than twelve months Australia has been plunged in the maelstrom of con scription. Again, the Commonwealth has pronounced against the issue, and on this occasion the negative vote has been substantially increased. The size Of the adverse majority is surprising. To the Government it must have been an intense disappointment, for it can scarcely be supposed that the Ministry would have embarked on another campaign unless they were fortified with reasonable prospects of a favourable result. If it is to be interpreted as a pronouncement that the Commonwealth is war-weary, it is a deep humiliation to every Australian as well as every well wisher of that young country. They accepted unreservedly the first eight demands, the ninth they accepted subject to proof, but the tenth was practically rejected, while the eleventh was only accepted subject to certain conditions. To the reply Note was attached a further statement to the effect that if austria-hungary was not satisfied with the answer the Servian Government proposed arbitration or mediation. Book excerpt: Excerpt from The Empire Review and Journal of British Trade, 1916, Vol. 29 WE are all unhappily only too familiar With the subject of my observations. This will exempt me from troubling my readers with too many details. I will, therefore, plunge in medias res, and I am quite sure they will understand Why I adopt this method of treatment. The Germans could have gone from their own country directly into France, but not so easily, they thought, as through Belgium. Consequently they made Belgium the door-mat for the German jack-boots, desolated that fair land, laying waste its countryside, burning its towns and villages, Slaying men, women, and children, and destroying the finest treasures of art and architecture. There is nothing more Wicked and Shameless in all the Records of War. Nor is there anything more heroic than the magnificent, though unequal, resistance of the Belgian King and the Belgian people. Book excerpt: Race and Empire tells the story of a short-lived but vehement eugenics movement that emerged among a group of Europeans in Kenya in the 1930s, unleashing a set of writings on racial differences in intelligence more extreme than that emanating from any other British colony in the twentieth century. The Kenyan eugenics movement of the 1930s adapted British ideas to the colonial environment: in all its extremity, Kenyan eugenics was not simply a bizarre and embarrassing colonial mutation, as it was later dismissed, but a logical extension of British eugenics in a colonial context. By tracing the history of eugenic thought in Kenya, the books shows how the movement took on a distinctive colonial character, driven by settler political preoccupations and reacting to increasingly outspoken African demands for better, and more independent, education. The economic fragility of Kenya in the early 1930s made the eugenicists particularly dependent on British financial support. Ultimately, the suspicious response of the Colonial Office and the Prime Minister, Ramsay MacDonald, backed up by a growing expert concern about race in science, led to the failure of Kenyan eugenics to gain the necessary British backing. Despite this lack of concrete success, eugenic theories on race and intelligence were widely supported by the medical profession in Kenya, as well as powerful members of the official and non-official European settler population. The long-term failures of the eugenics movement should not blind us to its influence among the social and administrative elite of colonial Kenya. Through a close examination of attitudes towards race and intelligence in a British colony, Race and Empire reveals how eugenics was central to colonial racial theories before World War Two.
