Book excerpt: Excerpt from Select List of References on the Conservation of Natural Resources in the United States This is the third list in which the Division of Bibliography has had the cooperation of the State and Legislative Reference librarians throughout the country. Some of the cooperatorssuggested that arguments in favor of Federal control andarguments in favor of state control be separately grouped. A great many references could be arranged quite naturally under the one or the other of these heads, but the bulk of the material did not lend itself to such treatment. It seemed best to meet the needs of debaters by means of the index under the headings Federal control, Federal vs. state control, and State control, and to adopt a classification more nearly suited to the character of the subject. The references have therefore been classified under the headings Bibliography, General works, Mineral resources, Water, Forests, Land and soil, and Human life. The conservation of human life opens up the whole subject of public health and hygiene and also of eugenics. These are not included in the list, the references in this section being confined to general discussions of the movement, its heeds and opportunities. The Canadian conservation question is so closely akin to ours, and touches us at so many points, that a brief section has been devoted to Canada. It includes only a few even of the more important references, but those desiring additional material will find an abundance in the Catalogue of Publications of the Canadian Commission of Conservation, a copy of which was received from Mr. James White, Secretary of the Commission, too late to go into the body of the list. Mention should also be made of the Bibliography prepared by Mr. Arthur V. White, and printed on pages 347-376 of the report on the Water-Powers of Canada published by the Canadian Commission of Conservation in 1911. My friends, during the past year, My friends, during the past year I have become possessed by the idea that the largest, the most truly patriotic, the most vitally important movement in this nation to-day is the one looking to the Conservation of our Natural Resources. This has been large enough to call together a Conference of Governors, to cause the appointment of a National Commission, and to engage the earnest attention, the gravest concern of the greatest and most brilliant minds of our continent. It is patriotic, for it looks to the preservation of our fatherland into the future with its power and glory undimmed. It is vitally important, for without it our nation is doomed to go down to poverty and weakness. It is unsel sh, for it looks forward to the welfare of those who come after us, rather than for our own little personal bene t now. It is a vital and a worthy thing, however we view it. I have become possessed by the idea, too, that it is highly important for the school people of this State to join in this movement; for them to grasp its signi cance, appreciate its momentum, take hold of it strongly and intelligently. Such a movement as this must fail unless it can be projected into the future. It can only be projected into the future through the children of the nation. If it would really get permanently into the hearts of the People, it must lter through the Children. I conceive it to be a patriotic duty resting upon every teacher, every superintendent, every school of cer, to take his share of responsibility in this thing; to read, to talk, to think, to inform himself about this great movement for Conservation - and then to pass the spirit of it all along to the Children. In no other state or country is such variety and wealth of natural resources to be found as in California. Nowhere else is it being squandered with such careless hand, nor is there elsewhere such necessity for wise and thoughtful and far-seeing School People.
