Available in PDF, EPUB and Kindle. Book excerpt: In the author's own words this is a book about 'chaps and maps'. More formally. The Chancelleries of Europe is a study of traditional diplomacy at its peak of influence in the nineteenth-century and the first years of the twentieth. At the Congress of Vienna in 1814-15 the five Great Powers - Austria, Britain, France, Prussia and Russia - established a system of international intercourse that safeguarded the world from major war for exactly a hundred years. The successive crises that challenged this supranational system - the unification of Italy and Germany, the scramble for colonies in Africa, and for trade concessions in Asia, the decline of the Ottoman Empire and the emergence of Japan - are well-known. Less attention has been given to the way the system functioned and to changes imposed on its character by the spread of speedier communications. It is these gaps in our understanding of the international politics of the century that the author seeks to fill. The book therefore studies the clashes of personality between crowned heads of the old empires and between rival statesmen and ambassadors seeking advancement. It compares the growth of personnel and specialist departments in the various foreign ministries, assesses the impact of domestic politics on external affairs, the power of the pressure groups like the (British) China Association and the (Russian) Far Eastern Committee, the proto-spin fed to favoured newspapers and, in contrast, the growing unease of press and public at 'hidden' negotiations and the concealment of diplomatic expedients and alliances. But the book also notes changes in the way diplomacy was conducted in the wake of technological inventions such as the semaphore towers of the early years and the electric telegraph and undersea cables of the second half of the century. Moments of high drama, skullduggery and bathos prove that the reading of diplomatic history is not the dull, dreary drudge many abhorred in their schooldays.

Book excerpt: A daring literary masterpiece and winner of the National Book Award In this magnificent work of fiction, acclaimed author William T. Vollmann turns his trenchant eye on the authoritarian cultures of Germany and the USSR in the twentieth century to render a mesmerizing perspective on human experience during wartime. Through interwoven narratives that paint a composite portrait of these two battling leviathans and the monstrous age they defined, Europe Central captures a chorus of voices both real and fictional— a young German who joins the SS to fight its crimes, two generals who collaborate with the enemy for different reasons, the Soviet composer Dmitri Shostakovich and the Stalinist assaults upon his work and life.

These selected paragraphs distill the contents and give you a quick look inside Her Royal Highness - A Romance of the Chancelleries of Europe: Look inside the book: But the Cote d’Azur and its habitués, its demi-mondaines and its escrocs soon pall upon one; hence Society nowadays goes farther afield—to Egypt, the land of wonders, where there is ever-increasing charm, where the winter days amid those stupendous monuments of a long-dead civilisation are rainless, the land where Christmas is as warm as our English August, where all is silent and dreamy beside the mighty Nile, and where the brown-faced sons of the desert kneel Mecca-wards at sunset and praise the name of Allah the One. ...They shouted back merry greetings, and then Ali, their boatman, tacked again, and they were soon sailing straight for the long, dark river-bank, where one or two lights showed like fireflies among the palms, until they reached the darkly-lit landing-stage on Elephantine, that little island whence, in the dim ages of the Sixth Dynasty, sprang the Kings of Egypt, where the ancient gods, Khnemu, Sati, and Anuquet were worshipped, and where the Pharaoh, Amenophis III, built a temple. About William Le Queux, the Author: He was also a diplomat (honorary consul for San Marino), a traveller (in Europe, the Balkans and North Africa), a flying buff who officiated at the first British air meeting at Doncaster in 1909, and a wireless pioneer who broadcast music from his own station long before radio was generally available; his claims regarding his own abilities and exploits, however, were usually exaggerated. ...Le Queux mainly wrote in the genres of mystery, thriller, and espionage, particularly in the years leading up to World War I, when his partnership with British publishing magnate Lord Northcliffe led to the serialised publication and intensive publicising (including actors dressed as German soldiers walking along Regent Street) of pulp-fiction spy stories and invasion literature such as The Invasion of 1910, The Poisoned Bullet, and Spies of the Kaiser.

Book excerpt: A glib assessment of Metternich might not be a favourable one, he was not without his ridiculous qualities, and yet he survived, more than survived, in fact, with the 'Age of Metternich' lasting for more than a generation, and giving Europe a measure of peace, albeit repressive, that was much needed after the Napoleonic convulsions. Alan Palmer describes well Metternich's extraordinary longevity. 'Clement von Metternich held continuous office at the head of Europe's affairs for a longer period of time than any other statesman in modern history: he became foreign minister of the Austrian Empire in the autumn of 1809 and he did not resign until the spring of 1848. For thirty-three of these thirty-nine years his statecraft and philosophy of government determined the political pattern of the continent. The 'Age of Metternich' , though often impatiently dismissed by historians as a mere interlude, lasted for twice as long as the 'Age of Napoleon' which preceded it and for half as long again as the 'Age of Bismarck' which followed in the closing decades of the century.' Metternich was a statesman to his fingertips, practising 'the skills of diplomacy with greater fluency than any contemporary Talleyrand, from whom he had learnt many of the refinement of the game.' How would he fare today? Probably quite well as he was, again in Alan Palmer's words, 'an early champion of federalism and a good European ...' 'As a work of history (it) cannot be faulted.' A. J. P. Taylor, Observer 'Well-written, well-researched, lucid and witty.' Philip Ziegler, The Times

Book excerpt: Excerpt from Her Royal Highness: A Romance of the Chancelleries of Europe The mystic hour of the desert afterglow. A large, square wooden veranda covered by a red and white awning, above a wide silent sweep of flowing river, whose huge rocks, worn smooth through a thousand ages, raised their backs about the stream, a glimpse of green feathery palms and flaming scarlet poinsettias on the island opposite, and beyond the great drab desert, the illimitable waste of stony, undulating sands stretching away to the infinite, and bathed in the blood-red light of the dying day. On the veranda sat a crowd of chattering English men and women of wealth and leisure - taking tea. The women were mostly in white muslins, and many wore white sun-helmets though it was December, while the men were mostly in clean suits of "ducks." An orchestra from Italy was playing Musetta's waltz-song from "La Boheme," and the same people one meets at the opera, at supper at the Savoy or the Ritz, were chattering over tea and pastries served by silent-footed, dark-faced Nubians in scarlet fezes and long white caftans.
