The First Wave of Decolonization is the first volume in any language to describe and analyze the scope and meanings of decolonization during this formative period. It demonstrates that the pioneers of decolonization were not twentieth-century Frenchmen or Algerians but nineteenth-century Peruvians and Colombians. In doing so, it vastly expands the horizons of decolonization, conventionally understood to be a post-war development emanating from Europe. The result is a provocative, new understanding of the global history of decolonization.

These two countries are considered exemplar models of the evolution of public administration. Germany stands out due to the quality of its public service and training in public administration, whereas France enjoys a celebrated reputation earned by its intendances (quartermasters) and policies of centralization. In contrast, Great Britain tends to appear less attractive of a case and with minor contributions to the field, despite the prestige achieved by its civil service (usually considered inferior to the German and French). Similarly, its administrative thought is commonly perceived as underdeveloped and unsubstantial. Naturally, these perspectives originate from a poor understanding of the evolution of British administration. Therefore they tend to be based on wrong and biased interpretations. On the contrary, Great Britain offers a fascinating case, as the hidden secrets of its public administration provide a wide and stimulating research agenda. Motivated by the entrenched misunderstanding of the British administration, I researched the topic extensively and published a book entitled La Administración Pública en Gran Bretaña (Public Administration in Great Britain) in 2012. This book draws together historical evidence about the compelling trajectory of administrative thought in Great Britain, and provides a novel perspective to understanding public administration in the country. I believe that this book fills an important gap in the literature, and does justice to the eminent British thinkers that have been ignored or forgotten, even in the English literature.

Book excerpt: This student text brings together and discusses different principles and ideas that are used in the description of policy making and administration in Britain. These include Collective Responsibility, Individual Ministerial Responsibility, Arms Lenght Control, Organisation by Function, Judicial Review of Administration. The problem for those advancing these concepts and those receiving them, is that there is a massive gap between theory and practice. Grant Jordan reassesses the tool kit of terms to help students achieve a more practical understanding of modern British administration.

Book excerpt: The book provides detailed analysis of the structure and operation of the British Civil Service along with a historically grounded account of its development in the period from Margaret Thatcher to the Tony Blair premiership. It assesses continuity and change in the civil service during a period of deep transformation using new archive files, government and parliament reports, primary and secondary legislation. The author takes the evolutionary change of the civil service as a central theme and examines the friction between new managerial practices introduced by government in the 80s and 90s and the administrative traditions rooted in the history of this institution. In particular the author assesses the impact of the New Public Management agenda of the Thatcher and Major years its enhanced continuity during the Blair years. Further changes that involved ministerial responsibility, codification, performance management, special advisers and constitutional conventions are analyzed in the conclusions.

Available in PDF, EPUB and Kindle. Book excerpt: How the British governed India after the Crown assumed the formal responsibility in 1858 with Queen Victoria as India s Queen-Empresh? It was of course a many-teired system. Under the Queen or King was the Secretary of State for India, answerable to British Parliament in London. At home, in New Delhi, the Viceroy and Governor-General in council presided over the over-all Indian administration. Under him functioned the provincial governments headed by the Governor. Then the Districts had their own administrative set-up with commissioners, District Magistrates and Collectors. Elected or partially elected local bodies helped the administrative machinery at the grassroots level. The book presents a detailed account of the entire paraphernalia of the Indian administration, continues to this day. For the study of the historical process of the administration it is an authentic reference work.
