FCS is intended to replace such current systems as the M-1 Abrams tank and the M-2 Bradley infantry fighting vehicle with advanced, networked combat systems. The FCS program has been characterized by the Army and others as a high-risk venture due to the advanced technologies involved as well as the challenge of networking all of the FCS subsystems together so that FCS-equipped units can function as intended. The FCS program exists in a dynamic national security environment which could significantly influence the program's outcome. The wars in Iraq and Afghanistan and potential defense budget cuts could play a role in shaping the FCS program. The revised FCS program timeline including four "Spin-Outs" whereby equipment is to be tested first by a FCS evaluation brigade and then introduced into the current force has extended the program's timeline by four years and has added additional finding requirements, but it has also served to reduce some of the risk associated with this admittedly high-risk venture.

Book excerpt: This study seeks to help the Army identify options to improve its future (i.e., circa 2016) training strategies for Brigade Combat Teams (BCTs) equipped with Future Combat System (FCS) technologies. Key findings are that live training will need to remain at the core of training programs for FCS units, and that adaptation to changing operational requirements will be a primary training challenge. Overall, the findings indicate that planned training enhancements can provide important improvements across a wide spectrum; however, the overall training capability achieved will likely be less than that needed to meet future training requirements. Unit time, the potential for technological advancement, and training budgets were found to be key constraints. While the study stresses greater emphasis on training manpower support in battle command training as the Army's best chance for significant near-term improvement, it concludes that longer-term improvement will depend on how closely the Army monitors and manages its enhancement programs. The process of shaping and balancing future training enhancements, for example, would benefit from better information and improved evaluative capabilities. These changes would be further enhanced by developing better metrics for the quality, quantity, and adaptability of training, by continuing to improve spiral development processes to evolve training methods and means, and by improving the visibility of financial information across training categories.

Book excerpt: As the military continues transformation and focuses on capabilities-based organizations to meet guidance provided in the National Security Strategy and The Quadrennial Defense Review, the Army is in position to redefine operational maneuver. Currently, the Army does not conduct operational maneuver with mechanized forces using inter- or intra-theater lift because of the limitations of the current force. The weight of our heavy forces limits the ability to attack the enemy throughout the operational depth of the battlespace with ground maneuver forces. As the Army transitions to a Future Combat System (FCS) equipped force, the possibilities for operational maneuver by armored forces can grow exponentially. A lighter force possessing the same lethality of the Army's current heavy force can provide numerous options to support operational maneuver. The purpose of this monograph is to prove the Army can redefine operational maneuver with the FCS and support of the Joint Force. As we look forward on the ability of the FCS to redefine operational maneuver there are examples throughout history which display how major changes in warfare where developed through new and innovative applications of the technology available. The primacy of maneuver over firepower was established at the beginning of World War II. In order for the FCS to redefine operational maneuver the Army must be successful in the Joint Fight. Failure to dominate in this area will prevent the setting of the conditions that allow the FCS a tactical system to have operational and strategic success. The author proposes the formation of a new force known as the Air Ground Expeditionary Force (AGEF) which will provide Combatant Commanders with an air and ground capability for operations in their respective area of operations. This force will establish habitual relationships between AEF's and UA's identified as early deploying units.
